The Tattooed Man can control pre-drawn pictures on his skin, using them as weapons or tools. They have a maximum material strength of Remarkable, equivalent to steel or reinforced concrete. However, he can only control one tattoo at a time.

Background:
Abel Tarrant, ex-seaman, embarked on a career as a burglar and cracked the safe of a large chemical concern; but he set off a burglar alarm, bringing the armed watchman. In his haste, Tarrant knocked over some chemicals, which ran together. When he ran out of bullets in the ensuing shootout, Tarrant noticed some of the spilled chemicals seemed to form a bomb shape. As he touched it, he wished it were a real bomb -- and suddenly, it was. Yet he had to concentrate to explode it and open a breach in the wall through which he could escape.

Next day, posing as a reporter, Tarrant returned and used a sponge to get a sample of the mystery compound. He was good enough at chemistry to analyze it and discover how to produce more.

He found that to make things materialize, he had to draw exact outlines, then concentrate. This gave him complete control of the object.

Tarrant then decided to easiest way to use his power was to make "tattoos" on his arms with the chemical; then, as the Tattooed Man, he set out to steal the treasures of wealthy Baron Cranfield -- all of which were in Coast City.

This brought him into conflict with Green Lantern. GL's power ring proved ineffective against the tattoos, due to a yellow chemical in the compound of which they were made.

The Emerald Crusader discovered that Tarrant could only control one object at a time. When he tried to attack with several, none of them worked, and GL easily defeated the Tattooed Man.

A few months later, Tarrant was aided in a jailbreak by a villain calling himself Headmaster Mind, who had invented a machine that picked up power from the hearts of super-heroes doing their FEATs, which could then be used to create disasters. He gathered a group consisting of Tattooed Man, Matter Master, and the Top. As it now appeared that the super-powered members of the Justice League were causing disaster, they were temporarily forbidden to use their powers. This seemingly left the crooks free to rob at will, but the heroes beat them without using their powers and, once again, Green Lantern caught the Tattooed Man.

The Tattooed Man met a handful of defeats and returned wearing a new costume as a member of the Injustice Gang of the World. Later, he took part in the revived Injustice Gang, organized by Abra Kadabra, and this time the group nearly won, thanks to the well-intentioned meddling of Ultraa.
