Wealthy socialite Wesley Dodds felt his life lacked direction. He was disturbed by the appearance of two masked figures, the Phantom of the Fair, who was seen at the 1939 New York World's Fair, and the Crimson Avenger, who he did not realize was a crimefighter. Worried that they might attack the king and queen of England at the Fair, Dodds became a masked crimefighter to stop them. Since he now no longer thought of himself as just watching the "sands of time" run out, he called himself the Sandman. At the Fair the Sandman clashed with both the Phantom and the Crimson Avenger, who he learned was his friend Lee Travis.

The Sandman continued to fight crime, although for a time the police mistakenly believed him to be a criminal. Dodds trusted the secret of his dual identity with his girlfriend, Dian Belmont, daughter of a district attorney. The Sandman then became a founding member of the Justice Society of America.

In Dodd's absence Dian investigated a case of sabotage wearing the Sandman's original costume and was killed by a Nazi agent. In her memory the Sandman wore a new costume Dian had designed for him. He took on her orphaned nephew, Sandy Hawkins, as his crime-fighting partner, and the Sandman and Sandy joined the wartime All-Star Squadron.

Many criminals had nightmares about the Sandman, who left as his trademark the message "There is no land beyond the law, where tyrants rule with unshakable power! It's but a dream from which the evil wake to face their fate .. their terrifying hour!"

After an accident transformed Sandy into a monster, the Sandman, who blamed himself, returned to his original costume, and then retired as a crimefighter in 1945 after suffering a heart attack. Years later the Sandman came out of retirement, and finally found a cure for Sandy, only to suffer a stroke.
