The Secret Society of Super-Villains
Pete Merkel was a contortionist and eccentric dancer employed by a small carnival that went bankrupt in 1942. In need of money, he decided to rob a department store. He sneaked into its stock room and disguised himself as a human-sized rag doll. Using his contortionist abilities, he sat in a strange posture in the stock room, wearing his disguise, and no one suspected that he was not an inanimate doll. Thus he was able to rob the store that night.

Inspired by this success, Merkel decided to begin his career as the costumed criminal known as the Rag Doll. He had himself delivered in a package as a gift to a rich young woman named Geralda Cummins, who thought him to be merely a large inanimate doll. Rag Doll overheard Cummins plan a society party involving a treasure hunt for $150,000 in defense bonds. With the aid of his gang, the Rag Doll tried to steal the bonds, but was opposed by The Flash. The Rag Doll failed in his attempts to kill The Flash, who sent him to prison.

Decades later, another of The Flash's foes, the Thinker, mentally manipulated the Rag Doll into trying to steal a number of valuable dolls. The Thinker then secretly manipulated The Flash into making a mistake each time tried to capture the Rag Doll, in the hop of humiliating the aging crimefighter. But the original and second Flashes discovered the Thinker's scheme, and both the Thinker and the Rag Doll were taken into police custody.

Later, the Rag Doll battled the Justice League of America and the Justice Society of America as a member of the Ultra-Humanite's Secret Society of Super-Villains. The Rag Doll and some of his fellow Society members traveled back in time to 1942, where they fought the All-Star Squadron and the time-traveling Infinity, Inc. The Rag Doll and his comrades were trapped in an interdimensional limbo at the end of that encounter, but most of them were later released by a court decision. The Rag Doll's current whereabouts and activities are unknown.
