Hartley Rathaway, son of multimillionaire Osgood Rathaway, head of the Rathaway publishing empire, was born deaf. Hartley's parents spent great amounts of money attempting to find a cure for his deafness. For several years these attempts met with failure, but finally a doctor performed an operation that succeeded in giving Hartley normal hearing.
Now that he could hear, young Hartley became obsessed with sound, especially with music. His parents believed Hartley would uphold the prestige of the Rathaway name in whatever career he chose. But as years passed, they realized that Hartley was emotionally disturbed. They believed he had neither the aptitude nor the desire to succeed in any career. Refusing to accept this, Osgood Rathaway bought Hartley's way into the best schools, whose faculties he bribed to give Hartley top grades, and arranged for Hartley to be given a leading executive position in a major firm as an adult.
But Hartley's parents were wrong in thinking he lacked aptitude and ambition. Even as a teenager Hartley experimented on all kinds of devices that made sounds. He succeeded in learning how to play notes on the wind instrument his parents gave him on his sixteenth birthday to force people to obey his mental commands.
Between his wealth and his ability to get anything he wanted through using his hypnotic musical instruments, Hartley found life too easy. Bored, he decided to turn to crime, which he believed would offer him challenges and the chance to risk failure, capture, injury, and death.
Hartley Rathaway therefore became the Pied Piper, who used the astounding effects his weird musical pipes and sonic devices produced in order to commit spectacular crimes. He was repeatedly thwarted by his archenemy, the second Flash. Ashamed of their son's criminality, Hartley's parents bribed law enforcement officials to conceal his real name and create the false identity of Henry Darrow for him; the Piper himself used the alias Thomas Peterson. The Piper turned over much of his stolen loot to his parents over the years until he had finally paid back all the money they had spent to make him something he was not. However, they could not return it to its true owners without revealing that the Piper was their son. Eventually, the Piper's true identity was revealed, and he is currently in prison.
