The Monocle has devised many different kinds of lenses that can focus and project various forms of radiation. Originally he held his lens weapons in his hand. (He was called the Monocle because he wears a monocle to see.) Today he wears monocles that can both aid his eyesight and serve as weapons.

The Secret Society of Super-Villains
In 1945 Jonathan Cheval ran on optical shop in New York City that had previously belonged to his father and grandfather. Secretly, Cheval had learned to create unusual lenses that could focus and project various kinds of radiation.
The six members of the board of directors of the bank that held the mortgage on Cheval's store realized they would go to prison unless they recouped the money that they had lost speculating. The store was situated on land that was quite valuable. One director held receipts proving that Cheval had paid off most of the mortgage money that the directors had stolen, and told the others what he had done. Claiming that Cheval had failed to make his payments, the directors foreclosed on the mortgage, intending to sell Cheval's land at a high profit.
When Cheval discovered that the directors had stolen his receipts, he resolved to use his discoveries in optics to get his revenge. In the guise of the Monocle, Cheval, normally a law-abiding citizen, murdered five of the six bank directors. However, the original Hawkman and Hawkgirl tried to stop the Monocle, and Hawkman finally prevented him from killing the sixth bank director, Donnely. Both Cheval and Donnely went to prison for their crimes.
Later, Cheval made himself a fortune through creative refinements of laser technology. He was living in the South of France when he joined the Ultra-Humanite's Secret Society of Super-Villains. As a member of the Society, the Monocle fought against members of the Justice League of America, the Justice Society of America, and Infinity, Inc. However, the Monocle was finally trapped along with other Secret Society members in a limbo-like dimension, where he apparently remains today.
