All of the Icicle's special abilities derive from the use of his unique weapon. Among the varied effects are:
The Icicle is able to make use of the moisture normally in the air to create ice shields, ice slicks, great hills of ice, etc.

The Icicle's beam can freeze a human being in his tracks, encasing him in a sheath of ice which puts the person into temporary suspended animation. A healthy person should thaw out in a number of turns equal to 10 x a die roll, but 1 out of a hundred will suffer lasting problems due to the freezing process.

For reasons unknown, beam from the Cold-Ray Gun is able to block a force-beam from Green Lantern's ring; likewise, the Power Ring could cancel out the effects of the Icicle's weapon, leaving both weapons at a stale-mate.

The Icicle wears a specially insulated costume to protect himself from the effects of his deadly weapon.

When noted European physicist Joar Makent arrived in America with his latest scientific discovery, spectators at dockside were astonished to witness the luxury liner upon which Makent was traveling suddenly frozen solid in Gotham Harbor.

Investigating this phenomenon, the original Green Lantern was shocked by the sight of Dr. Makent shot dead in his stateroom, apparently the victim of Lanky Leeds, a notorious racketeer who was reported to have been traveling on the same ship. Thus, when the bizarrely costumed criminal who called himself the Icicle appeared upon the scene later that same day, wielding a unique weapon capable of instantly freezing solid any moisture in the air, Green Lantern presumed he was actually Lanky Leeds, who had stolen Dr. Makent's invention.

After several frustrating encounters, Green Lantern ultimately unmasked the Icicle as Joar Makent himself, who had, in fact, murdered Lanky Leeds, using his cold ray gun to temporarily disguise Leeds' face as his own. Attempting to escape from Green Lantern, the Icicle leaped off the roof of a 20-story building and apparently plunged to his death in the Gotham River far below.

Actually, the Icicle survived his fall into the river, and returned to plague the Emerald Gladiator time and again, eventually becoming a member of the Wizard's second Injustice Society of the World and, later, a founding member of the Crime Champions of two Earths.
