I wanted to help my fiance out with their Axel costume and I voulenteered to make the flame wheels.
Here is a little step by step process I put together, just incase you're wanting to make them yourself someday.
Oh! And please excuse the mess known as my room ^^;

The skelital structure.
I went to Wal*Mart and purcased those hoops you use to embroider stuff with.
At this point I had just cut the smaller ringletts and fixed them in place.
Here they are not glued to the bigger ring as of yet.

In pieces.
I had painted the bigger ring and the smaller ones were in line, awaiting their color.
Simple acrylic paint worked wonders on the hoops.
Also, purchaseing a paint brush variety set helps with the smaller areas and getting the job done faster.

Assembed Together
Here you can see what it looks like glued together.
Hot glue seems to be working fine, but since the rings are fragile already they tend to fall off if jostled around to much.
This prop is basicaly ment for show and not indended to be beaned at any DiZ cosplayers.

The Center Piece.
Clay is what im useing, and it seems to be holding on just fine
At this point my ringletts are falling off, but that could have been when it kept falling off my doorknob.
Since you cant bake the ring (unless you wanted it to look like the authentic flaming wheels) I put a coat of super glue over it to help harden the clay.
Also, I have it sitting in the sun at this point in my tutorial.
I will soon be covering the center portion with strips of black ducktape.
The Center Piece: Finished
Ducktape is a cosplayer's best friend! If it held my friend's Inuyasha costume in place, it'll hold the center part as well!
I wrapped black tape around it a few times until it felt thick and sturdy enough.
After I added silver at the top where the center met the ringletts.
Tape over the ringletts so that they stay sturdy as well,then paint over it with the right colors.
Did that make scence? Heh I hope so cuz im not so good at typing descriptions.
Hopefully the pic will help with visualizing what I was trying to say ^__^;
ON HIATUS!
The next time will be comming along a little later than expected. Sorry for this inconvenience.
