Constitution and By-Laws Article I. Name This organization shall be named Fallon Horsemen's Association, Incorporated. Article II . Purpose The purpose of this non-profit organization shall be to providing area horsemen with opportunities to increase their horsemanship experiences and skills through horse-related events, competitions, clinics and other activities. The organization also seeks to provide learning opportunities for area youth with respect to the handling and enjoyment of horses and participation in horse related activities. Article III . Policies This organization shall have no interest in personal grievances of one member toward another and no discussion of this nature will be allowed at any meetings of the organization; likewise, no discussion of a political nature will be allowed. Article IV. Membership Membership shall be open to any individual or family, without regard for ownership of horses, ponies, donkeys or related cross breeds. Article V. Officers Section 1. The officers shall be members, or become members, of the Fallon Horsemen's Association, Inc. to hold an office. An officer is automatically a representative of the Fallon Horsemen's Association, Inc. Section 2. All officers shall be selected from the membership and they shall consist of a President, a Vice President, a Secretary, and a Treasurer, who shall be the Executive Committee, and be responsible for the routine administration and management of the organization. The duration of office shall be one (1) year, from January 1, to December 31, and until their successors have been elected and have qualified. Section 3. The officers, after routine nomination, shall be elected at the Annual meeting held in November each year. Election to be held prior to the banquet. Voting members are not required to attend the banquet. Officers will officially take office in December. They may be re-elected for subsequent terms. Elections shall be closed written ballots. A person receiving a majority of the votes cast for each office shall be deemed to have been elected. No two persons of the same household may serve on the board together at any time. Article VI. Board of Directors There shall be a Board of Directors consisting of both the Executive Committee and one (1) Director who will be an outgoing board member from the previous year. If said person is not willing to accept this position nominations will be made and voted on at the January meeting. The outgoing President shall serve following one (1) year term as Director-At-Large unless he has been nominated and elected to an office Article VII . Amendments Any proposed amendments to this constitution may be submitted in writing at any membership meeting of the organization. It shall then be read to the membership, by the Secretary. After such notice, a copy of the proposed amendment shall be sent by the Secretary prior to the next meeting to each member with notice of the next meeting, at which time the amendment shall be re-read and discussed, then voted upon. It shall become a part of the constitution , only if passed by majority vote of the eligible voting members present said meeting.
By-Laws Article I. Dues Section 1. The annual dues of the association shall be: Youth (18 years of age and under with parent or legal guardian signature) ...............................$15 The annual dues shall be on a calendar year basis. Section 2. Annual dues become due and payable on January 1, of the year of membership. Members not paid in full by March 1, will be declared delinquent and removed from the good standing membership roster. Members declared delinquent shall not be permitted to vote or participate in the organization’s Section 3. Any member who has been dropped from the active membership roll for any reason, in order to become reinstated, shall make a regular application for membership. Section 4. All members shall be notified through either the Charter Newsletter or by a specified notification from the secretary, of the time and place of the meeting at least one (1) week, or more, when especially provided for. Section 5. The interest of any member in the property or money of the organization ceases with termination of his membership. Section 6. All dues and membership application forms are to be submitted to the Treasurer. Section 7. Dues paid after November 1 will carry over for the following year with voting privileges for the forthcoming year only. Article II . Membership Section 1. Applicants for membersip shall be submitted to the secretary upon receipt of application and dues. Section 2. All new members will be acknowledged at the next meeting following the receipt of their application and dues. Section 3. Any member in good standing may file charges against any other member for conduct likely, in his opinion, to endanger the welfare or character of the organization. The charge must be in writing and the accused must be given thirty (30) days time in which to prepare and present his defense. After all matters are considered, a two-thirds (2/3) vote of the membership present and voting will suffice to expel a proven guilty member. Section 4. Voting privileges are restricted to members. Members must be present to vote. Article III . Duties of Officers Section 1. President: The President shall preside at all meetings of the Executive Committee, the Board of Directors and the membership. He shall exercise general supervision and management over all affaire of the organization and shall serve as an Ex-Officio member of all standing committees, who may vote only to break a tie therein, except the Nominating Committee. Section 2. Vice President: The Vice President shall preside in the absence of the President. He shall be chairman of the Finance Committee and ensure submission of the Annual Budget to the Board of Directors. He shall present the approved budget to the January meeting for ratification. Section 3. Secretary: The Secretary shall: 1. Cause to be kept and maintained the minutes of all meetings of the organization, standing committees, Executive Committee and Board of Directors. These minutes shall be an accurate and official record of all business transacted. 2. Be custodian of all association records including monthly financial reports of the Treasurer. 3. Caused to be kept and maintained, accurately a roster showing names, addresses, position held in organization of each active member and shall publish semi-annually to the entire membership. A copy of this roster will be furnished to the Pinto Horse Association of America, Inc. after November 1, and not later than November 30, of each year. 4. Cause to prepare all correspondence, reports and routine business records of and for the organizaation. 5. Notifiy each member of all regular meetings, special meetings, social activities, likewise send out notices of Executive Committee and Board of Directors meetings. Section 4. Treasurer: The Treasurer shall receive all organization funds, keep them in a bank or depository approved by the Executive Committee: keep faithful records of all receipts and expenditures and disperse the organization funds ONLY by checks signed by two (2) of the officers (himself and another). Must exhibit and fill vouchers for all disbursements; and at the November meeting, prior to the election of officers, read to the members present, a list of members in good standing who have the privilege of voting in said election. The Treasurer shall be a member of the Finance Committee. Article IV. Directors Section 1. Election and Term of office: The 1 Director shall hold office for 1 year. In addition to the above directors the outgoing President shall serve following one (1) year term as Director-At-Large unless he has been nominated to an office in the Executive Committee or as one of the above mentioned Director. A Article V. Meetings The organization shall meet the second Monday of ever month at 7:30 P.M. at Round Table Pizza in Fallon. Section 1. The regular November meeting shall be the Annual Meeting, at which time the election of Officers will take place. Voting members are not required to attend the banquet. During the Annual Meeting and Awards Banquet the membership will hear reports from all of the current officers and standing committees. The newly elected President is to hold a meeting of the old and newly elected officers and Directors early in December at which time the old officers will turn over all records to the newly elected officers. Section 2. Special meetings may be called by the Executive Committee and/or the Board of Directors at such time as though advisable. Such meetings may not supersede regular meetings except whn especially provided for. Article VI. Quorum The members present at any membership meeting constitute a quorum for the transaction of business. Article VII. Order of Business The order of business at all meeting of the organization shall be as follows: Article VIII. Rules of Order This organization will govern its procedure by “Roberts Rules of Order, Revised” in all points not covered herein or provided by the Pinto Horse Association of America, Inc. Rule Book, a copy of which shall be available at all times. Article IX. Amendments Any amendment to these by-laws may be proposed at any regular meeting. It shall be approved by a majority of those present and it will be voted on at the following meeting.
Show RulesMembership Applications- Membership applications are available in the show office and at all general meetings. Checks – Check writing with non-sufficient funds and/or stop payment on check will result in forfeiture of show points for this show and a check charge of $30 (Thirty Dollars). ANY entry or membership dues resulting in a non-sufficient funds check may be subject to a “CASH ONLY” basis for all future shows and/or membership dues at the discretion of the Fallon Horsemen’s Association Board of Directors. Show Entries – No entries will be taken by the Show Secretary over the phone. All entries must be accompanied by a signed check or money order. No additional penalty will be charged for classes added to any entry during the show. Once the class has been entered and processed in the Show Office, there will be no refund of fees or substitutions of classes. Any changes to classes should be made three (3) classes prior. NO ONE MAY RIDE A CLASS UNLESS HE/SHE HAS BEEN PROPERLY ENTERED IN IT WITH THE FULL KNOWLEDGE OF THE SHOW OFFICE. If the class sheet is in error, have the gate person check with the Show Office. IT IS SOLELY THE EXHIBITORS’ RESPONSIBILITY TO APPEAR IN THE CORRECT CLASS. Show Tab – Persons requesting to run tabs MUST LEAVE A SIGNED CHECK WITH THE SHOW SECRETARY – NO EXCEPTIONS. Failure to pay show bill at the end of the show will result in forfeiture of the show points for that show, with no recourse; and entries into future shows will not be accepted until show bill has been paid and signed off by the Show Secretary and the Fallon Horsemens Association Secretary/Treasurer. Cancellation and Withdrawal of Entries – Management reserves the right to refuse, accept conditionally, or cancel any entry of any exhibitor. To encourage early entries, management agrees to refund entry of any horse not fit to show, provided written veterinary notice is presented to the Show Secretary prior to 7:30 a.m. on the day of the show. Two Minute Limit – The two-minute rule will be strictly enforced for calling of classes. If you have a tack change, YOU MUST ADVISE THE GATE 2 CLASSES IN ADVANCE OR THE GATE WILL NOT BE HELD. Exhibitors are cautioned against entering the same horse in successive classes. Two (2) minutes will be allowed after the first horse enters the ring, and then the gate will be closed. The two-minute gate call is a courtesy and not a requirement of the show management. It is solely the exhibitor’s responsibility to make their gate call in a timely manner. If the gate call is missed, no refund will be made for the entry fees paid by the exhibitor. Awards – Ribbons will be given for placing 1st through 5th. Helmet Rules – In classes, all exhibitors (18 and under) riding in English Classes must wear helmets with proper harness (properly attached at all times when mounted upon a horse and riding anywhere on the show grounds), including, but not limited to, warm-up areas, show arena, etc. Helmets will be allowed in ANY class specifying youth to ride. Any Jumping Anywhere On The Show Grounds, Helmets Are Mandatory, Regardless Of The Age Of The Rider. Judges – In the event of illness or other failure of a judge to attend a show or to perform his duties, the Show Committee reserves the right to substitute a judge for the one officially designated in the premium. There shall be no communication which could be construed as inappropriate or unethical between judge and the general membership with regards to the show before the competition/and or class. Show Management reserves the right to cancel, combine or divide classes if it is in the best interest of the show. Conduct On The Show Grounds – There shall be no conduct on the show grounds which disturbs or creates a hazard to horses or handlers. There will be no whips, noise-makers or other equipment, devices or objects allowed in the warm-up or in-gate area which might disturb or create a hazard to horses or handlers in the area, except the show whip when carried properly by a handler. Exhibitors are warned that any act of discourtesy or disobedience to officials or discourtesy to other exhibitors or the exhibitor’s family, grooms, trainers or guests on the part of the owner, groom, rider, driver or member of an exhibitor’s family or guests will be grounds for disqualifying a horse for adjudication. Management reserves the right to remove a groom, horse, rider, or driver from the show without being held liable for compensation or damages for any cause deemed sufficient by show management, including, but not limited to, abuse of horse, unmanageable horse, profane language, intoxication or unsportsmanlike conduct. The judge’s decisions are final. Any questions regarding placing will be addressed at the judge’s discretion at the end of the show. A request to talk to the judge may be presented to the ring steward and granted or denied at the discretion of the judge. Placings will not be changed once the judge has signed and turned in the judge’s card.
Amateur/Non-Pro Status – An Amateur/Non-Pro is anyone who has reached their 18th birthday, has not engaged in any of the following activities which could make him/her a professional (remuneration to be defined as accepting services in exchange for, or monetary values of, any of the following services) in the past 12 months (effective January 1st of prior year):
If a person violates or does not comply with the above, he/she will not be eligible to compete in Amateur/Non-Pro classes and will not be entitled to an award in such classes and will be deemed guilty of a violation. In the event a person is found to be a professional as a result of a protest or change made in connection with a competition, all awards won by such person in the Amateur/Non-Pro classes at such competition and subsequent competitions shall be forfeited and returned to the competition, and the person shall be subject to further disciplinary action. The holding of an Amateur Card does not preclude the question of Amateur/Non-Pro standing being raised by a protest or charge. Protest or charges brought in connection with a person’s Amateur/Non-Pro status shall be handled in accordance with the Protest Rule. Youth Exhibitor – A Junior Exhibitor is an individual who has not reached his 19th birthday as of December 31st of the current competition year. The age of an individual on December 31st will be maintained throughout the entire competition year. Persons born on December 31st assume the greater age on that date. YEAR END AWARD RULES Year End Awards Qualifying Rules – Competitors must nominate horse, volunteer 3 hours, or obtain a sponsorship of $45 or more, and be a member in good standing with the club to be eligible for year end awards. Youth and Am/Non-Pro division points will be kept on a one horse one rider combination. Open divisions to be kept on horse with the exception of equitation being kept on the rider. Points are not retroactive prior to nomination Anyone wanting to qualify for Year End Awards must show in a minimum of 3 shows during the show season in order to qualify, except where noted for specific category. Youth and Am/Non-Pro division points will be kept on a one-horse one-rider combination. Open divisions to be kept on the horse with the exception of equitation being kept on the rider. You must nominate by the second show in order to qualify for Year End Awards.. All classes will receive a year-end award if classes average a minimum of three or more entries for the show year, with the exception of youth classes. ALL YOUTH CLASSES WILL RECEIVE AWARDS. Points will be tabulated as follows: All participants, unless excused or disqualified, will receive a participation point if not placed. The following classes will count toward each division: Overall Halter Horse Award – The horse MUST be shown in their respective age and sex division at 3 out of 4 shows during the Show Season earning the most points out of all nominated entries. No Exceptions To This Rule Will Be Made.
