In April 2006, the newly formed non-profit community group, "Concerned Citizens of Upper Gwynedd" (CCUG) was created. Its main focus now is the Horgan Recycling site on the PECO parcel in West Point, which continues to expand and create issues in the area. For example in March 2006, a new crusher was installed. In April of 2006, Horgan applied for a new Department of Environmental Protection (DEP) permit to increase the number of hours they can crush construction and demolition waste from 400 hours per year to 1200 hours per year 6 days a week for 200 days a year.
