Why House Bill 2194 is Bad.


I am not opposed to a license but I am against this bill!


There is not grand-fathering of present groomers, and the schooling require will cost the average shop 103,000.

Jail time and fines up to 20,000 dollars for any complaint, however unfounded. The grooming shop is closed for up to 6 months WITHOUT A HEARING. Isn't this against the constitution of our country?

Another government body for the taxpayers to pay for. The license committee chairman had told us it will take a minimum of $1 million just to fund the Board, let alone the inspectors, administrators, etc., etc. that go laong with a government organization.

During the grace period for training, there are only two schools in PA which can accommodate groomers, and they can only graduate well less than 100 groomers in that time period. With that small number of groomers in PA, you the consumer will have to pay perhaps hundreds of dollars for a dog groom. And you can't do it yourself, or you'll go to jail!

The license fee is not set, and once set, and be arbitrarily raised.

A Groomer Recovery Fund is establisher which must be $1 million at all times, funded entirely by Groomers. What other profession do you know that pays for each others' mistakes? Groomers already carry liability insurance for this purpose.

The people who sit on the licensing board, although they are groomers and bathers, will recieve fees and interest from the Groomer Recovery Fund, and DO NOT NEED A LICENSE> This is a huge conflict of interest.

Your grooming shop (which would be me) will most likely shut its doors. Ultimately it is the consumer and the pet who lose out.
