CONSTITUTION


Article I - Name


The name of this organization shall be MEYERS BAND PARENT ASSOCIATION.

Article II - Purpose and Limitation


Section 1. - Purpose
The purpose of this organization shall be those purposes as set forth in these Articles of the Constitution and By-Laws:

1. Create and foster public and school interest in the Meyers Marching, Concert, and Jazz Bands which includes, but is not limited to, Band Front (hereinafter referred to as "Meyers Band").

2. Provide the necessary organization, leadership, and cooperation to aid and assist the Meyers Band in any and all activities APPROVED by the Meyers Band Parent Association.

3. Encourage any student who may be interested in the Meyers Band. I

4. Provide jackets for each eligible senior.

Section 2. - Limitations
All actions of the members and officers of the Association shall be in accordance with the Association's Constitution and By-laws and shall be consistent with all policies thereof.

Article III - Membership



The membership of the Meyers Band Parent Association shall be open to all interested persons who have paid an annual membership fee.

Article IV - Officers


1. The officers of this Association shall be President, Vice President, Secretary, Treasurer, and Publicity.
2. The term of office shall be one year and officers may succeed themselves, if re-elected.
3. Two parents, from the same family, CANNOT be officers concurrently.

Article V - Meetings


Section 1. - There shall be at least one meeting held each month during the school term, unless because of unavoidable circumstances, the meeting is not possible. Omission of meetings shall be approved by the membership at the meeting next preceding the one to be omitted.

Section 2. - Special meetings may be called by the President.

Section 3. - The meeting held in May shall be known as the Annual Meeting. This is the meeting at which officers are elected and any other annual business will be addressed as may be required.

Section 4. - The annual year shall start in September.

BY-LAWS



Article I - Membership and Dues


Section 1. - Only those persons whose dues have been paid up to date and have a student in the Meyers Band will be eligible to vote in the election of officers, hold offices, and vote for or against proposals before the membership.

Section 2. - The annual dues of each member shall be $3.00 per year.

Section 3. - Membership shall be open to eligible parents from September 1 through October 31 of annual year.

Article II - Quorum


Section 1. - A majority of the officers and of any committee shall be considered a quorum.

Section 2. - An attendance of eleven members at a monthly meeting shall be considered a quorum.

Article III - Election of Officers


Section 1. - An election of officers shall be held at the annual meeting.

Section 2. - Officers shall be elected in the following order: (1) President, (2) Vice President, (3) Secretary, (4) Treasurer, (5) Publicity. The election of each officer shall be complete before starting the election of the next in order.

Section 3. - A nominating committee of not less than 4 members shall be elected by the membership from the floor at the April meeting, for a term of one year. It shall be the duty of this committee to appoint a slate for each office to be presented at the annual meeting. In the event of a vacancy, for Vice President, Secretary, or Treasurer, It shall be the duty of this committee to present a slate for election to fill the vacancy at the next regular meeting. Nominations shall also be accepted from the floor.

Section 4. - Officers shall assume their duties immediately following the election of officers.

Article IV - Duties of Officers


Section 1. - The President shall preside at all meetings of this Association. It shall be the duty of the President to exercise general supervision over the activities and welfare of the Association and keep in constant touch with his fellow officers relative to matters of policy. The President shall be an ex officio member of all committees with the exception of the nominating committee. The President shall sign checks only in the absence of the Treasurer. The President shall maintain student credit records.

Section 2. - The Vice President shall, in the absence of, or during the incapacity of the President, perform all duties and assume all responsibilities of the President. The Vice President shall be a non-voting member at membership meetings, unless there is a tie vote. It will be the Vice President's duty to make sure that the voting procedure is conducted according to the by-laws of the Association.

Section 3. - The Secretary shall take the minutes and record attendance of all monthly meetings and meetings of the officers. All chapter records, except financial and committee records shall be under control of the Secretary. The Secretary shall read the minutes of the previous meeting as well as all correspondence received on behalf of the Association.

Section 4. - The Treasurer shall receive and disperse the funds of the Association and shall keep and preserve proper record of account, which shall be open to audit at any time to an audit committee. The moneys paid into the Association shall be deposited into a proper Meyers Band Parent Association Bank Account to the credit thereof. All disbursements are to be made by check and signed by the Treasurer. A Treasurer's Financial Report is to be presented at each membership meeting.

Section 5. - The Publicity Officer will publicize and maintain a record of Meyers Band functions, including all fund raising projects, competitions, concerts, and other newsworthy items. Notice of all meetings shall be publicized one week prior to the meeting. Further, this officer shall encourage and solicit membership, collect annual dues, issue membership cards, and maintain records of active membership.

Section 6. - A majority of the officers may approve expenditures of up to $500.00, but never more than available funds. This ability shall not be used to circumvent the will of the membership. Expenditures above $500.00 must be approved by a quorum of the Association at a regular monthly meeting.

Section 7. - In case of the dissolution of this Association, all credit shall be distributed to the student who earned it; all remaining monies and assets shall be given gratuitously to a non-profit organization chosen by a majority of the officers.

Section 8. - In the event of a vacancy, it shall be the duty of a nominating committee to prepare a slate for election to fill said vacancy at the next monthly meeting.

Article V - Meetings


Section 1. - The regular monthly meeting shall be held on the third Tuesday of each month at 7:00 p.m. The meeting will be held in the band room at Meyers High School. Meetings during June and July may be omitted by vote of the Association; such action should be taken at the Annual Meeting.

Section 2. - The order of business at all meetings shall be as follows:

1. Call to order.
2. Reading of Secretary's minutes and other correspondence.
3. Financial report of the Treasurer.
4. Reports of committees.
5. Old business.
6. New business.
7. Adjourning.

Section 3. - In May the election of officers shall be conducted immediately after new business.

Article VI - Amendments



This Constitution and By-laws may be amended by a vote of two-thirds of the members present at any regular meeting provided a notice of intention to amend had been given at a previous regular meeting.

Article VII - Committees



The following committees shall be appointed by the President:

Telephone
Chaperones
Jackets
Ways and Means

Every member will be expected to serve on at least one committee each year.

TELEPHONE: It shall be the duty of this committee to maintain telephone number lists so that all band members and Band Parent members can be contacted upon request.

CHAPERONES: It shall be the duty of this committee to provide at least two chaperones per bus for each Meyers Band event. Duties of the chaperones will be outlined by the band director.

JACKETS: It shall be the duty of this committee to determine all students who have earned jackets, place the order for the jackets and handle distribution of them to students upon arrival.

WAYS AND MEANS: It shall be the duty of this committee to produce the annual budget. This committee will also research, develop, and implement all fund raising events of the association.

ARTICLE VIII - Rules of Order



Rules, contained in "Roberts Rules of Order", shall govern this Association in all cases to which they are applicable, provided they are not inconsistent with the Bylaws and standing rules of this Association.

AMENDMENTS TO THE CONSTITUTION AND BY-LAWS OF THE E.L, MEYERS HIGH SCHOOL BAND PARENT ASSOCIATION



Amendment I (10/91) (Repealed 10/2001)

All band items that will be required for the next band season including, but not limited to, show routines, music, band front equipment, and instructors must be submitted to the Board President, in writing, no later than the March regular band parent meeting. The items submitted must be approved by a majority of members no later than the May Annual Meeting. The foregoing must be concluded before the election of officers.


Amendment II (10/2001)
The Officers, Band Director, and Ways & Means committee will produce an annual budget to cover all expected expenses for the next school year.

This budget must be balanced to show both income and expenses for the year from September through August. Income in the budget will include estimated fundraising and other income as approved by the association. Expenses included in the budget will be all band items required for the next band season. (i.e. show routines, music, band front equipment, and instructors) Expenses related to the annual scholarship, senior gifts, dinner dance, jazz festival, annual picnic, and any other expense as authorized by the association must also appear in the budget.

Excluded from the budget will be expenses related to any band trips, (i.e. NYC, Florida, Canada) as these are generally charged back to the student.

Should an unexpected expense occur, Article IV Section 6 of the By Laws will govern.

The annual budget for the next school year must be presented to the association and approved no later than the May meeting. Approval of the budget will occur before election of officers.

The Ways & Means committee be listed in Article VI of the By Laws.

Amendment II repeals Amendment I.
