I use PSP 9, so that is what I will be using for this tutorial.

Open a transparent 600X600 image.
Using your vector preset shape tool set on Eclipse, create as vector,
anti alias are checked, line style solid, width 20

Where it says join, I have the center one checked.
Pick your colors you wish to use now.
I will be using grey as my background color and black as my foreground color
so it shows up better for you to see.

Draw out a circle, leaving room around the edges.

Click on Objects>Align>center in canvas.



Click on your text tool, I am going to use arial black font for this size 72.
Foreground set to null, background set to black or whatever color you wish.

Set your kerning to -208 or to wherever you like it.
Skim your mouse over the edge of your circle
until you see an A with a curved line under it.

Using the letter o (small o) type it in continuously until it goes the whole way around your circle.
The edges might not come together perfectly, do not worry we will fix it in a second.
Here is what mine looks like.



As you can see it didn't quite come together as I liked so here's what you do next.

Where the arrow is pointing you pull down just a little bit
with your mouse and wala its now they way you want it.

Go to Layers>Merge>Merge Visible & save as a .png and Your done!
Pretty easy right? (awhile I have this open I usually make a mask out of it too)
And there's so many possibilities with this.
You can make them with borders without borders, using different shapes,
different fonts to go around the edges, different letters to make the outer design.
If you just want a border and no inner part,
all you do is make your background null when drawing out your circle
and have your line width set to the thickness you like.
I most always use 15 to 20.
Different styled lines look great too. Here's some others I did quickly to show you.



This one I used the letter v





This last one I used my kerning at -7
and let the font which was the small letter o go around it 3 times
and came out like this
