Joe Stock, Jr., P.E. President of Buckeye Engineering of Columbus, Ohio has been reelected as Chairman of the Ohio Dam Safety Organization (ODSO). This will be his fourth year on the Executive Board. In 2003, he served on the ODSO Board as Secretary/Treasurer. Joe has more than 30 years experience in practicing dam safety engineering design and construction administrative services. He received his M.S. in Civil Engineering with emphasis in Geotechnical and Environmental Engineering from Youngstown State University in 1992 and his B.S. in Mining Engineering from the University of Pittsburgh in 1978. Joe specializes in hydrologic/hydraulic studies, flood inundation studies, slope stability analysis and ground water seepage analysis.

Ohio - At its first-quarter business meeting, the Ohio Dam Safety Organization (ODSO) established the following objectives for the coming year: (1) Host a workshop geared toward Dam Owners on inspection, operation,maintenance and possibly emergency action planning. (2) Assist ODNR with any upcoming Dam Owner workshops for Emergency Preparedness Plan preparation. (3) Renew efforts to include field trips and/or slide shows into agenda for regular business meetings. April meeting will include a slide show on safety modifications within a low head dam renovation. (4) Solicit papers for the WMAO Fall Conference. (5) Support anticipated legislation related to funding of Dam Safety Programs and/or funding of Dam Rehabilitation activities.
On March 12, 2004, at approximately 1235 pm, the Big Bay Lake dam, on Bay Creek failed. This lake is located 11 miles west of Purvis Mississippi on Bay Creek Road in Lamar county. This earthen dam is 57 feet high and the lake is 900 to 1000 acres. Beneath the dam is Bay Creek which flows into Lower Little Creek about 1 mile south of the dam. Lower Little Creek flows west into Marion county and then into the Pearl River 10 miles south of Columbia.
At this time, a total of 104 homes or businesses have been damaged by the
flood waters. Of the 104 damaged structures, 48 were completely destroyed, 37 sustained major damage and 19 sustained minor damage. In addition, 30 roads were damaged or closed during the event. The affected area stretched some 17 miles west of the dam to where Lower Little Creek meets the Pearl River.

Congress has passed the Small Watershed Rehabilitation Act of 2000, which authorizes $90 million over five years to assess and rehabilitate a portion of the 10,000 dams constructed by the USDA. While this law is a positive step, it is neither a comprehensive nor a permanent solution.
