Discussed: *Office of Personnel Managements (OPM) New GS-0081 Firefighter Standards and provided comment *Status of DoD Inspector General’s Report on staffing, equipment and training at federal/military installations *Status of Office of Secretary of Defense’s (OSD’s) report to congress on staffing, equipment and training at federal/ military installations *New NFPA 1582 “Medical Standards for Firefighters” *And placed each Board member in charge of one of the following committees for 2004: o Communications (Chief Kennett) o Elections (Asst Chief Propst) o Fire & Rescue International (Chief Willis) o Government Relations (Chief Brouse)

July 9-10,2003; IAFC Federal/Military Section participates in the DoD Fire and Emergency Services Working Group (DoD FESWG) meeting held at IAFF/IAFC HQ.

May 6, 2003; IAFC President Chief Randy Bruegman sends position paper to the Chairs of the House and Senate Armed Services Committees (Rep.Hunter and Sen. Warner)opposing (Section 211)of the Defense Transformation Act attempting to repeal the Title 10 USC 2465 Prohibition against contracting Federal Fire Services.

April 30, 2003; IAFC Federal/Military Section participates in the 15th Annual National Fire and Emergency Services Dinner hosted by the Congressional Fire Service Institute. Board members meet with various U.S. Reprensentatives to voice opposition to (Section 211)of the Defense Transformation Act attempting to repeal the Title 10 USC 2465 Prohibition against contracting Federal Fire Services.

Reviewed DoDIG report on status of DoD Fire Service; Received update from OPM on GS-081 revision. Draft should soon be on OPM website for review and comment

April 8,2003; IAFC Federal/Military Section participates in the DoD Fire and Emergency Services Working Group (DoD FESWG) ADHOC Meeting held at IAFF/IAFC HQ. Assisted in drafting report for Congress from Pentagon on issues effecting the Federal Fire Service (staffing, additional missions, and apparatus)

Mar 2003; IAFC Federal/Military Section welcomes Chief Hoyd Sanders as new USAF representative to the Board.

Mar 3,2003; IAFC Federal/Military Section mtg held at IAFC/HQ

Jan 22-23,2003; IAFC Federal/Military Section participates in the DoD Fire and Emergency Services Working Group (DoD FESWG) Meeting held at IAFF/IAFC HQ. Invited to sit in on ADHOC committee to draft report to Congress from Pentagon on issues effecting the Federal Fire Service.

IAFC Federal/Military Section attends GS-081 Firefighters Working Group meeting held at OPM HQ on Nov 20th. Reviewed "Draft" amended GS-081 classification standard and provided comment. Upon changes the final draft will appear on the OPM website for review and comment. It will be available for 60 days. This is tentatively scheduled for sometime near the end of the year. We will announce on this webpage when it is available.

NOTE: Keep in mind this was a "tasker" under the Clinton Administration as part of the pay bill legislation. OPM was tasked with amending the standard to address EMS and Haz Mat only. IT WAS NOT A TOTAL REWRITE.

IAFC Federal/Military Section participates in the DoD Fire and Emergency Services Working Group (DoD FESWG) Meeting held Nov at IAFF/IAFC HQ. Assists in further defining minimum staffing for CBRNE incidents to be sent to Pentagon for review.

IAFC Federal/Military Section participates in the "IAFC Strategic Planning Conference". The conference was held Oct 18-19 in Colorado Springs, Colorado.Federal/Military section manages to get a "Strategic Objective" addressing Federal Fire Service issues under the top two goals of the Legislative agenda. . "IAFC Download of 2003-2004 Strategic Plan"The Fed/Mil Section Board will then address "action items" under this objective.

IAFC Federal/Military Section participates in the DoD Fire and Emergency Services Working Group (DoD FESWG) Meeting held Sept 25 at IAFC HQ. Takes position on minimum staffing for CBRNE incidents.

IAFC Federal/Military Section participates in the 14th Annual National Fire and Emergency Services Dinner hosted by the Congressional Fire Service Institute

IAFC Federal/Military Section participates in the "DoD Fire and Emergency Services Strategic Planning Meeting". The meeting was held April 1-4 at the USFA, Emmitsburg, MD.

IAFC Federal/Military Section participates in IAFC Leadership Summit held January 25-26 in Fairfax,VA. addressing Federal/Military issues with key people of the Bush Administration.

The Federal Firefighters Seminar was a great success. A lot of useful and timely information along with some great interaction. We have available the 3 volume set of reference guides for sale. I would highly recommend a set to any federal fire service personnel. "3 Volume Reference Guides"
