  1. Danger % has nothing directly to do with a hunt's success, or the MS Bounty, having hid in 87% danger, should have remained hidden from the Dope (8% danger).
  2. The hider's risk has nothing to do with a success of a hunt, or the MS Bounty (risk 2%) should have remained hidden from the Dope (risk 1%).

The only conclusion we can arrive at from this is that the rules are correct as stated: Success of a hunt depends solely on the risk to the hunter.
