Using these online webforms will streamline the process and, according to eBay, you will get a quicker response that will be more tailored to your particular problem.
Do not expect an immediate response, these things always take time! Especially on holidays and weekends when many staffers are not in the office, response time can take up to 36 hours. Please understand that repeated submission of the same problem will NOT expedite your case, rather it will only serve to clog up the message queue to a greater extent, causing further delays..

I see that
there has been some discussion of the eBay telephone number. Please note that
the phone number provided for eBay is the number for the eBay corporate offices,
not for Customer Support. Members calling this number will be routed to a voice
mail system. In most instances, callers will be referred to our on-site 'Help'
for more information and/or submission of their question via our webform. eBay
has determined that in the majority of cases, email support is most efficient,
providing both parties with excellent records of both questions and answers.
Members can then retain emails containing detailed instructions to refer to in
the future.
Therefore, the quickest way for members who need assistance directly from
eBay is to access the 'Help' link in the Navigation Bar at the top of every eBay
page. Of course, there are many questions that can be answered by other
experienced members of the eBay Community on our Discussion and Chat Boards!
