eBay sends out End Of Auction (EOA) and Outbid Notices as a courtesy only. Never rely on receiving them as the sole basis of determining whether you have won an auction. You are responsible for knowing and handling any auctions you have won. Keep track through your "My EBay" Page (set the default for 30 days). You can always go to the auction description page itself to see who won the auction and what the high bid was. Honestly, don't rely on those eBay EOA's, they are very often late or do not come at all. YOU need to be in charge of your own auctions. YOU and the seller have three business days after the end of the auction to contact each other, regardless of whether you received the "courtesy notice" or not. If you depend on the eBay "courtesy EOA notices" before contacting or replying to a seller, you risk getting less than glowing feedback from your seller for slow e-mail response.
