Council
Eagle processor Barb Vickus reminds us that ONLY the
most current Eagle application forms will be accepted by
National. Any applications on outdated forms
will be sent back to be re-submitted on a current form.
National will
accept the downloadable form at
www.bsa.scouting.org,
and that form is dated 1999.
National also will
not process any forms with merit badge changes or
corrections on them.
PROJECT
& APPLICATION APPROVAL
The Eagle Scout
Leadership Service Project Workbook MUST
BE USED when getting
the project approved by his Scoutmaster, unit committee,
and benefactor of the project, and for review and
approval by the District or Council Advancement
Committee. This is
not our requirement, it is from National. This
workbook may also be the downloadable one found at
www.bsa.scouting.org
.
The process will be
much smoother if you use the workbook for the whole
project, referring to any separate pages needed to show
the entire scope of work.
National
requires it.
Make
sure you have all the necessary signatures on the
paperwork!
All requirements for
the rank of Eagle must be completed before the
applicant's 18th birthday with the exception being the
Board of Review. Scouts with disabilities may be
granted extensions based on need.
When the application
and project is turned over, it is sent to the council
service center where it is reviewed and verified, and
all references and parties involved will be contacted.
When this process is completed the forms will be
returned to the Eagle Board of Review Chairman, who can
then schedule a Board of Review. DO NOT schedule a
Board of Review before paperwork has been returned.
All references and any letters etc. are confidential and
they should not be shared with the candidate.
THE
BOARD OF REVIEW
The Board Of Review
consists of 3-6 individuals, one of whom acts as the
chairman. Unit
leaders, family members, relatives, guardians, asst.
leaders may not be on the Board.
At least 1 member of the Board must be from the District
or Council level. It need not be the Advancement
Chairman, but it must be an individual with good
knowledge of Eagle requirements. It would be
easiest to use the Advancement Chairman.
The unit leader
may attend the Board but may not participate.
The leader may be called upon to clarify a point or
information.
At no time should a parent, guardian,
or relative attend the Board.
While there is no
set of questions for the Board, it should be assured of
the candidate's participation in Scouting. A
thorough discussion of his experiences and successes
should be considered. Afterward, the unit leader
& candidate will leave the room while the Board
discusses the candidate's eligibility. A unanimous
decision is required .
At this time the
application is completed and signed off, then returned
to the council service center with all references and a
properly filled out Advancement Report. The
workbook & references are retained by council, only
the application is forwarded to National.
A Court Of Honor
should not be scheduled until the Eagle Scout
credentials have been received.
