By-laws of the Empire League

I. The league will use as its means of simulation Sierra's Front Page Sports Baseball '98.

II. All league teams will be stocked for the 1999 season through a dispersal draft to be held on Netscape chat.

III. Each team will be held to a "hard" salary cap based on previous season's standing.

IV. Salaries of players for the 1999 season will be based on their major league baseball salaries of 1998.

V. Teams will receive revenue based on their final position in the overall regular season league standings. First place in the regular season standings will be worth $65 million and dropping in increments of $1 million for each position in the standings to a floor of $50 million.

VI. All league games will be simmed by the Commissioner on the following schedule: 3 games on Tuesdays, 3 games on Thursdays, 3 games Saturday, and 3 games on Sunday.

VII. General managers in the league are responsible for submitting line-ups, pitching roles and making all necessary roster moves.

VIII. Each team will consist of a 25-man major-league roster and a maximum of 15 players on a combination Class AAA/disabled list roster and up to 10 players in a low minors.

IX. Players can be signed to a minor league deal at any time during the season as free agents. Those contracts will be for one year only, and all players eligible will be free agents in the following year. (See Financial By-Laws)

X. Players with at least four years of experience in the league will become restricted free agents. Their original teams will have the right to match the highest bid for services and if they choose not to, appropriate compensation will be determined.

XI. Players with at least five years of experience in the league will become unrestricted free agents who may sign with any team in the league, with no compensation going to the team losing that player.

XII. Two League Presidents will be elected from the owner's population to sit with the commissioner to review player contract proposals and hear appeals concerning trades and/or general problems with the league.

XIII. Trading will be considered to be "unlimited." That is, there will be no league review of any trade, unless the trade is unbalanced to the point that it upset the competitive balance of the league.
The Commissioner will have the authority to review the trade and approve or reject it, upon consultation with the League Officers. In the case of approval, the Commissioner's word is final.
If the Commissioner rejects the trade, he may suggest to the affected teams what additions or deletions to the trade will cause it to meet with his approval, or the affected teams may appeal to a vote of the league.
If an appeal is made to the league, all teams shall receive one vote on the matter. A simple majority of the teams in the league - not simply those voting - will be sufficient to overrule the Commissioner.
Trades may be made without limit until August 1. From Aug. 1-31, all trades with other conference members will be contingent upon all involved players first clearing waivers. From Sept. 1 until the end of the season, trading will be suspended.
