Not much is known about US 99E Truck at this time. I'm basing its existence on a 1954 Gousha map of Salem (which is scanned below), as well as a 1953 Gousha map that I saw that doesn't have it. I don't even know if it ran on state maintained highways besides the portions that were cosigned with US-99E and OR-22. It also appears to be the only Truck-bannered highway ever in the state of Oregon. I can only make logical guesses at this point, and those are:
I intend to fire off an e-mail to ODOT asking them for some information on this unique road. I will post that e-mail and its response here in the future.
In 1954, US-99E Truck shows up in a map running along Pine St. and down 12th St. This is the only map I've seen it on.
US-99E Truck has been decommissioned by this point, my guess is 7 years earlier in 1956 when the Salem Bypass was finished.
