Argument in Picard's 'Ready Room':
Adm. Dougherty: "The Baku are so old, they're sucking up most of the Metaphasic Energy Output. With them relocated and the Metaphasic Matter collected, the Federation could help billions. Heal billions!"
Picard: "You're violating the Prime Directive and you're destroying a people's home."
Adm. Dougherty: "No one wants to travel through the 'Bryer Patch' anyway. And Picard. . ." (pause)(shakes head) "the Federation has decided that the good of the many outweigh the good of the few."
Picard: "We don't have the right to demand that from the few!"
Adm. Dougherty: "It's only ### people!"
Picard: ("How many" speech continued.)
January 4, 1999: I saw it again. Insurrection already has an explanation of its own. All it needed was some more emphasis on that point.
