EFFECTIVE SAFETY SUPERVISION - DUE DILIGENCE

PROGRAM OUTLINE





Today's workplace is filled with many challenges, and the supervision of 

workers has become increasingly more difficult, especially where safety is 

concerned. Today's supervisor is required to "take every precaution 

reasonable in the circumstances to protect the health and safety of the 

worker". This is no easy task when you take into account the overwhelming 

number of regulations that govern safety in the workplace.



This program is designed to enhance the understanding of safety regulations, 

safe policies and procedures and the need for due diligence as required by 

the Ministry of Labour. In addition, techniques for enforcement of policies

and procedures are also covered, specifically tailored to each module.



Module 1 - Rights and Responsibilities:



Each person in the workplace has rights, but with these rights come 

responsibilities. The roles and duties of companies, supervisors and 

workers are covered in detail as set forth in the Occupational Health and 

Safety Act. It has been proven that over 85% of all workplace incidents, 

accidents,injuries and deaths occur because of a worker committing an 

unsafe act, or violating safety procedures. In these cases, the supervisor 

may also be held liable because effective precautions weren't taken, or 

safety policies were not enforced.



Module 1 includes the following topics:



1) Duties of companies, supervisors and workers

2) Enforcement of responsibilities and supervisor vigilance

3) Handling work refusal situations effectively, following procedure

4) Health and Safety Committees

5) Proper reporting procedures, taking out the guess work

6) Dealing with "attitudes"

7) Duties of the Ministry of Labour Inspector

8) Liabilities, compliance orders, fine structures and sample convictions





Module 2 - Hazard Recognition:



Complacency is the killer of safety in the workplace! All too often, workers

and supervisors let unsafe acts or conditions go unchecked, which 

dramatically increases the chance of a serious accident to occur. In this 

section, some of the rather alarming statistics are covered, such as the 

fact that every ten minutes in the workplace, two people are killed and an 

additional one hundred and seventy people suffer a serious disabling injury 

as a result of accidents. Almost all of these accidents could have been 

prevented had safety procedures been designed, enforced and followed. This 

section deals primarily with developing a PROACTIVE safe work attitude.



Module 2 includes:



1) Recent accident statistics

2) The 331 principle, the importance of reporting and correcting even the 

   most minor of incidents immediately.

3) Investigating unsafe acts or conditions

4) "Who, What, Where, How and Why" 

5) General techniques for solving problems

6) Assigning duties and delegating responsibility

7) Accountability and Corrective action

8) Dealing with "people" and attitudes

9) Written procedure requirements, ensuring competence of workers

10) Training requirements and the "Show Me" step

11) Dealing with trade organizations, unions and contractors

12) Periodic walk throughs



Module 3 - Specific Enhancements to Effective Safety Supervision:



This section deals with the specific needs and requirements of specialized 

functions within a facility. This is where we match up duties with specific 

regulations and construct an action plan for increasing compliance levels. 

By identifying common infractions, we can better understand what to look 

for, therefore allowing the opportunity to reduce risks or eliminate hazards 

altogether. This section is backed up by video tapes to enhance the learning 

experience.



Topics covered in Module 3:



1) Material Handling Supervision (Forklift, low lift, cranes, manlifts)

2) Pedestrian Supervision

3) Conforming to WHMIS regulations

4) Propane and/or Battery Handling requirements

5) Basic Ergonomics, back safety and safe lifting procedures

6) Personal Protective Equipment requirements and enforcement techniques

7) Machine Guarding requirements

8) Lockout/Tagout Supervision

9) Confined Space Entry (if applicable)

10) Fire Safety Awareness and other emergency response procedures



The topics listed above are not conducted as full training sessions, but 

rather, highlighting the role of the supervisor and developing aggressive 

techniques to ensure the safety of the worker, while still maintaining 

production levels.



Module 4 - Safety Inspection



Now that the understanding level of regulations, policies and procedures 

has been enhanced, an in depth workplace safety inspection will be 

conducted and a list of possible infractions will be made. From here, we 

can easily formulate an effective Action Plan in priority sequence. In 

addition, "mock" compliance orders can be written out so that we can 

compare existing standards to the new standards that have been set. This 

portion of the program is usually found to be quite enjoyable for the 

supervisors, while at the same time, highlights areas that need improvement.

The supervisors are also taught how to perform inspections and how to use 

quick check forms.



Module 5 - Implementing the Program:



As a conclusion to the program, techniques for phasing in changes are 

discussed. In general, people are afraid of change, even if it will benefit 

them. Too much change too quickly can cause many problems and reduce 

communication levels. As a group, we will devise an implementation chart, 

and cover the most effective techniques for making the appropriate changes 

that need to be made.



General:



This is a very intensive program that usually involves 2 full days of both 

classroom and practical hands on training (Shorter programs are available). The results are nothing short of 

amazing. Over a period of several months, your company can expect a 

reduction in lost time accidents, reduced frequency of incidents and 

accidents and an overall increase in communication levels.
