CONSTITUTION OF THE
ASIAN FACULTY STAFF AND STUDENT ASSOCIATION

CALIFORNIA STATE UNIVERSITY, SAN BERNARDINO

Article I -- Name

The official name of the organization shall be the Asian Faculty, Staff and Student Association, California State University, San Bernardino (AFSSA).
 
Article II -- Mission

To promote  awareness of Asian Pacific American issues, and culture to the entire University community.  To help members succeed academically and professionally.  To promote equality through positive communication. First, it intends to create awareness of Asian culture through talks, cultural events, and gatherings. The talks will focus on current issues: equal opportunities, culture,  policy, and also on more informal topics. Second, the Association aims at fostering interaction between the members of the expanding Asian community at CSUSB.  Events emphasized shall be academically, culturally, socially, and/or community oriented in nature.

Article III -- Membership

Section 1 -- Members consist of those individuals registered with the AFSSA Secretary.  Membership into the AFSSA shall be open to anyone on campus who has an interest in Asian cultures and interested in  participating in AFSSA events. Members must attend at least one meeting before obtaining the rights to vote.

Section 2 -- Members must fulfill the following qualifications in order to run the position of President, Vice-President, Secretary, Treasurer and Social Chair:

  • Be a member for at least one full quarter
  • Have regular meeting attendance
  • Have the desire and knowledge to run the organization

Section 3 -- Those who devotionally have been committing their time and energy in helping the AFSSA to achieve its goals, leaving an outstanding trace of their existence on the works of AFSSA, should be acknowledged with a "Asian Faculty, Staff and Student Association, Honorary Membership" title. Those non-members who make donations to AFSSA should be acknowledged with a "Friends of AFSSA" title.

Article IV -- Organization

Section 1

A. An executive board consisting of president, vice-president, secretary, treasurer, and two social chairs  shall decide upon all policy questions of the  AFSSA.

B. The members shall elect the officers to the executive board.

C. With a majority vote of the members present at an official meeting, the membership may delegate to the executive board additional
responsibilities beyond their stated duties as deemed necessary to enable the AFSSA's activities.

Section 2 -- The officers of the executive board shall represent the AFSSA at all functions, meetings, and activities. The officers shall be accountable to the membership for the organization of the AFSSA and the communication between the executive board and the membership. The executive board shall also coordinate all AFSSA activities and programs. The duties and functions of the officers of the executive board are as follows:

AFSSA Officer Responsibilities

  • Attend all meetings (officer and general)
  • Participate in activities
  • Act as a role model for the organization
  • Complete an end of academic year officer report.
  •  

A. President

1. Shall organize plan, and schedule meetings and oversee all activities and projects of the AFSSA.
2. Shall serve as spokesman and/or liaison in all external matters as a representative from the AFSSA.
3. Shall develop contacts on-campus and in the community for the organization.
4. Shall moderate at all meetings of the AFSSA and executive meetings.

B. Vice-President

1. Shall over take all the duties of the president in his/her absence.
2. Shall coordinate the officers of the AFSSA.
3. Shall help organize, plan, and schedule meetings.
4. Shall represent AFSSA at official functions

C. Treasurer

1. Shall carry signatory power to access AFSSA funds.
2. Shall provide financial reports to the executive board every quarter including current balance, transactions (all withdrawals and deposits)
3. Shall be responsible for initiation and follow-through of requisitions and accounts.
4. Plan budget for each quarter.

D. Secretary

1. Shall be responsible of keeping the minutes of meeting.
2. Shall provide minutes of the meetings to the executive board.

E. Social Chair

1. Shall be in charge of communication of members of the AFSSA within themselves.
2. Shall be responsible of campus wide advertisement of the events of the Association.
3. Shall be in charge of keeping the AFSSA home-page on WWW updated.
4. Shall develop and maintain open communication channels with the campus community.

Section 3

A. Other committee members may be appointed by the Executive Board as the Executive Board sees fit.

Article V -- Elections, Nominations, and Removal

Section 1

A. Elections for officers in the Executive Board shall be held annually during the Spring quarter.

B. The outgoing president shall call for elections and should allow a reasonable amount of time for a member's declaration of candidacy
to be submitted to membership.

Section 2

A. All members of the AFSSA are eligible to run for offices in the Executive Broad.
B. Candidates may run for as many positions he/she desires, but may accede to only one office.

Section 3

A. Officers shall be elected by a majority vote of the members  present, at an officially called election meeting.
B. Each member shall submit one vote per position.

Article VI -- Meetings

Section 1 Regular general meetings of the organization shall be held at least once per quarter.

Section 2  Special meetings may be called at any time by the officers of the organization. A concerted effort must be made by the officers to ensure that all members are aware of these meetings.

Article VI -- Amendments

The revisions to the AFSSA constitution shall be adopted by the Executive Board.
