13th - INDIA - HEAVY MONSOON RAINS - 45 DEAD - millions left homeless. As of July 31 the death toll from monsoon rains had reached 154.

13th - EUROPE - TORRENTIAL RAIN - 80 DEAD from nearly two weeks of freak weather across central and south-eastern Europe. In Serbia, heavy rains that started on Monday left four people dead, three missing, and tens of thousands homeless. Near the Romanian border there was a national record downpour in less than 12 hours. In Hungary, rescue services reported 6 people died in the south-western town of Siklos when a cellar collapsed after five days of rain. Dozens of villages were flooded. In Romania, the Environment Ministry reported 30 people had died since July 1, including 15 after a landslide near a dam at Riu-de-Mori, in the south-west.
