Media behaviour roundup 13 October 2001 AFGHAN MEDIA ROUNDUP - 13 OCTOBER 2001 Balkh radio Radio Voice of Shari'ah of Balkh Province - the Taleban-controlled provincial radio station based in the northern city of Mazar-e Sharif - continues to be heard by BBC Monitoring. It was monitored at 0330 gmt on Saturday 13 October on 1584 kHz mediumwave. Later on the 13th, the station was again heard at its scheduled sign-on time of 1230 gmt. In its Uzbek-language bulletin at 1430 gmt on 12 October, Radio Voice of Shari'ah of Balkh Province reported that scholars, imams and others who spoke at Friday prayers in Mazar-e Sharif that day condemned military operations by the USA and its partners against the suffering Afghan people and stressed that each Muslim should take part in jihad. A commentary in Dari said that although America had told many countries that it would attack only military positions, over the last five days it had been proven to people all around the world that this was not the case. Kabul radio The Taleban radio station, Radio Voice of Shari'ah from Kabul, remains unheard by BBC Monitoring since Monday 8 October. Radio Pakistan's new programme in Dari for Afghanistan A new programme by Radio Pakistan in Dari, targeted at listeners in Afghanistan, was launched on 12 October. The inaugural "Nawa-i-Dost" [the Voice of a Friend] programme, broadcast from Radio Pakistan's Peshawar station, was heard by BBC Monitoring from 1805-1900 gmt on 540 kHz mediumwave; a shortwave frequency was also announced in the Urdu announcement preceding the programme. Radio Pakistan says that the Dari-language programme "will prove an important source of current affairs for listeners from far-flung areas of Afghanistan". US defence secretary speaks of "another radio station" in Afghanistan The following is an excerpt from a US Department of Defence news briefing given by US Defence Secretary Donald Rumsfeld in Washington on 12 October. [Question] Mr Secretary, regarding the communication of pro- American messages in Afghanistan, what have you been doing --. [Rumsfeld] Say that again. [Q] The communication of pro-American messages in - [Rumsfeld] Oh, I see. By radio - [Q] Yeah. What have you been doing, what have you been saying, and ultimately what's your goal? [Rumsfeld] Well, the - as the kinds of things that are being communicated in there are through - whether it's for the Voice of America - anyone can listen to that - the BBC - anyone can listen to that. There's also another radio station that's broadcasting now, and basically what it's saying is the truth. And the truth is that the United States of America has no quarrel with Afghanistan and the Afghan people; we have no aspirations to reside or occupy in their country for a short period of time even. Our interest is solely, specifically and explicitly what the president has said; it is to root out the terrorists and the people that are helping them, and to help the people of that country get rid of the foreign invaders who have come in and taken over a major chunk of their country. And, by the way, we also are anxious to try to see what we can do from a humanitarian standpoint. And we have been doing that all year, and we are doing it now; we're doing it both through the normal food channels of AID [Agency for International Development] and the various non-governmental organizations and UN. We're doing it directly through military airlifts - through C-17s. And underlining the truth that those who contend that this has anything to do with any religion are untruthful and lying. And they are the people who are going around the world killing innocent people... Al-Jazeera TV barred from filming "military targets" The Qatar-based Al-Jazeera TV channel continues to carry live dispatches and interviews via satellite from Kabul with its correspondent Taysir Alluni. Asked in an interview on 13 October about the air strikes on the night of Friday the 12th, Alluni said: "The bombardment was not as intensive as it was in the previous nights. Three short raids were conducted. The planes did not fly over Kabul as long as they did in the past. As for the targets that were hit, we could only identify the airport. The focus was clear on Kabul Airport. Anti-aircraft fire was not heavy. In other words, the number of the guns, which fired on the raiding planes, was remarkably small. As usual, power supply in Kabul was cut since 2000 [1600 gmt]. So we could not recognize the rest of the targets that were shelled by the planes." Later in the interview on 13 October, Alluni added: "It is said that journalists have been invited by the Taleban embassy in Pakistan to visit Jalalabad, east of the country, to take pictures of two villages which were completely wiped off the map, as well as to take pictures of the central hospital in the city and other medical centres, which received a large number of wounded civilian. We have not been allowed here in Kabul to take any pictures. We told you earlier that our movements are restricted so as not to photograph any military targets." Indian paper comments on US row with Al-Jazeera TV An editorial in the New Delhi newspaper Hindustan Times on 13 October recalled that the US State Department had launched a two-pronged attack on Al-Jazeera TV: firstly, that it is guilty of showcasing inflammatory rhetoric, and secondly, of carrying untrue stories. Because the Taleban had forbidden the presence of other media organizations in the areas of conflict, there was no way of confirming whether the American charges of Al-Jazeera's "false" reporting were true or not, the paper said. It commented: "The Western channels have been left out of the actual war zone. After some initial sulking, they have all taken recourse to the images provided by Al-Jazeera. As a result, for the first time, American viewers are witnessing an American war courtesy of a non- American television channel. The inability to confirm the reliability of these reports has made Washington paranoid enough to make many think that the Bin-Ladin footage sent out coded signals for another terrorist attack - apart from being inflammatory." The Hindustan Times further said: "The State Department has advised Western television stations to use edited footage in its broadcasts. This has been readily accepted. But at the same time, television and newspapers in America have blacked out any images of civilian destruction in Afghanistan that could upset viewers. More distressingly, newspapers like the New York Post have been resorting to some jingoism (`Kabulseye!' goes one headline) of their own. That truth has to be filtered in a time of war is acceptable. What is not is the knee-jerk reaction of the West that anything reported by a non-American company has to be suspect." Pro-Hezbollah Al-Manar TV denies "being biased" on Afghan issue The London-based newspaper Al-Hayat carried the following report (text) on its web site on 13 October: Al-Hayat has received a letter from the chairman of the board of directors of Al-Manar Television station [affiliated with the pro- Iranian Hezbollah] regarding a report published in yesterday's issue about Al-Manar broadcasting footage showing the battles between the Taleban and the opposition inside Afghanistan. The letter said the following: "1. Al-Manar station did not move the camera from one shoulder to another [presumably meaning Al-Manar did not change its position] and it still adopts the same position on confronting Zionist terrorism and the unjust US policies. "2. Even before the aggression began, we have been trying to obtain a permit to enter Afghanistan to be able to carry live and direct coverage of the aggression that the wronged Afghan people are undergoing. The Taleban movement, however, has not given its approval yet. "3. Al-Manar, which believes that it is `the television station of all Arabs and Muslims', is working to render the service of a daily and intensive coverage of the US aggression on Afghanistan and the Muslim Afghan people, explaining the aims and the background of this aggression, and showing full support to the Afghan people. However, as far as the killing and the dispute among the Afghan factions, Al- Manar firmly adopts a neutral position. It is content to objectively show footage of the events as they happen without being biased towards any Afghan party at the expense of the other." French premier seeks help for journalists held in Afghanistan, Pakistan France Info radio on 12 October reported that the French government was exerting efforts to help two French journalists under arrest, one in Pakistan and the other in Afghanistan. Foreign Minister Hubert Vedrine telephoned his Pakistani counterpart Abdul Sattar to ask him to release Aziz Zemouri, the Figaro-Magazine journalist arrested on the border with Afghanistan, who is still being questioned by the Pakistani authorities. He also asked for his intercession with the Taleban for the release of Paris-Match journalist Michel Peyrard, who is still in the hands of the Kabul authorities after being arrested and charged with espionage. There is no speaking English from now on in the "Islamic Emirate of Afghanistan". The ban is connected not so much with religious considerations as with the US-British military operation that has started. It applies, above all, to officials of international humanitarian organizations. They should speak Pashto or Dari, Afghanistan's official languages, when addressing their Afghan colleagues even if by satellite phone from a neighbouring country. All the talk should take place in the presence of representatives of the Taleban authorities. As it was 4:15 am when I heard this, I re-cued it and listened again, just to make sure my mind wasn't playing tricks. CRI reported, in a balanced way, the airstrikes in Afghanistan and reaction to them. Quoted Bush's vow to "drive bin Laden from his caves" and also his support for a Palestinian state. Anti-airstrikes and anti-terror demonstrations held in Paris (no details given), Karachi and Djakarta. Also reported some items from Asia that probably get lost in the avalanche of news on US domestic networks. Taliban leaders' father- in-law and son possibly killed in attacks. Taliban leaders declare "holy war". "KFC fast food restaurants" destroyed in Karachi by protesters and bombed in Indonesia. Iran denies sheltering terrorists. 7 "Most- wanted" suspects said to be in Iran. Other protests in Pakistan and Indonesia also turned violent. Seemed to prefer to talk about trade liberalisation in light of the upcoming APEC summit in Shanghai. Wednesday October 10th 2001 Isle of Man - Paul Rusling reporting: A recent story about Chris Cary and Longwave 279 is not correct. It is possible that someone is trying to make some mischief or achieve some publicity perhaps. May I tell you the facts - The MusicMann project is not stopped at all. On January 26 2001 we learned that the INDEPENDENT planning Inspector would recommend that permission not be given for the transmission facility, for reasons of visual impact and for the wrong use of land (it is not designated for a transmitter or any type of development, because it was part of the coast land). The Isle of Man Government were not very happy as they want the project to go on the air, and as quickly as possible, but they are a democracy which must obey the recommendation of the INDEPENDENT planning Inspector, who came from the UK. Since then we have been exploring other sites. That has been very difficult as most places are 'out of bounds' - that means you cannot go onto them without much difficulty, due to the foot and mouth regulations. The isle of Man did never suffer from any foot and mouth and they take things very seriously, every vehicle and passenger entering the islands is disinfected twice. We HAVE however found some suitable sites and we have taken considerable trouble to assemble a thoroughly professional application for the necessary permission to go ahead and build the transmission facility. We have not made any announcement as this is a sensitive matter, and raising people's hopes before all the delays and problems are overcome would be wrong. The CFA definitely IS working. We have seen four working, two of them at high power with 100 kilowatts. We did not rely on our own eyes and ears but paid a world known company to go and test these for us and take the usual professional measurements. They confirm that the CFA does work, and work very well. The small test version in England is nothing to do with our project and we understand that is not operating because the people trying to market it failed to pay some bills and the work has not been completed. For the avoidance of doubt, IMIB has NOT held any discussions or entered into any agreement with Radio Nova, or Exidy or any such company. Chris Cary is in the Island having medical treatment and my wife and I briefly met with Chris and his wife socially, but only because we are very old friends going back about 28 years. I expect that if IMIB handed back its licence he might apply for it, along with many other applicants. As we anticipate approval of our site shortly we do not propose handing back the licence. If Chris, or anyone else had permission for a suitable transmission facility we would consider using it but he hasn't and we do not expect him to obtain such permission. Those expectations are based on close contact with the Isle of Man Government for many years. No QRM before 1400, ID "Radio Nepal" and frequent mentions of Nepal are well recognizable. At 1400 unknown tone appears on the frequency, but even under it English news were discovered at 1415- 1425. Previously, 7165 kHz was a summer frequency, replaced by 3230 kHz in winter. Probably, they reserve 5005 kHz for winter season? 3230 kHz was silent, too! Lloyd Ellsworth, NE8I, is circulating a letter to Congress on the VHF Reflector that says the events of September 11th warrant giving the public the ability to again monitor cellular communications and report possible threats to the nations security onto authorities. Lloyd Ellsworth NE8I: "If you have an area [of spectrum] -- for example 800 to 900 MHz -- where cellphones operate -- a terrorist could also conveniently operate there and not easily be caught. You would have someone specialized who had that [monitoring] equipment to receive him." As Ellsworth's letter notes, the Electronic Communications Privacy Act forbids Americans from using a radio scanner receiver other device from eavesdropping cell phone and certain other radio communications. It also forbids the importation or sale in the country of equipment capable of interception of these signals. But says Ellsworth, these are tools and skills which any knowledgeable terrorist can easily use against America and Americans. And we all know that terrorists don't play by the rules. Lloyd Ellsworth NE8I: "What I am concerned with is if a terrorist is able to freely operate and stands a very small chance of being caught while conducting some communications in that band -- they will." Ellsworth says that repealing the ECPA will even the playing field by giving law abiding Americans a way to listen for suspicious cellular phone calls or other radio signals that can be reported directly to an appropriate agency. Ellsworth notes that this would allow the average citizen, including police and law enforcement to directly to contribute fighting terrorism. Ellsworth adds that this would also put any terrorist on notice that any radio communications he or she may use is likely to be detected, intercepted and used against them. There were some identification announcements; however, I was not fully awake as locally it was after midnight here. One song frequently mentioned Kandahar and was not in the Indian style. Since then I have cited the VOA broadcasts around that time and wonder if it was a feeder. If not who is it?
