The modifying clause “which are soluble” is the clue. Note that it is not set off by commas, which means that some homogeneous mixtures are not soluble. If all homogeneous mixtures were soluble, commas would have been used: Common examples of homogeneous mixtures, which are soluble, are sugar and salt.
