You will need a 5 point star shape custom brush to complete this tutorial. If you do not have one, do a screen capture of the one below. Once it is in PSP convert it to a raster layer. Then use the magic wand to delete the white background. After that is gone, use the magic wand to select the star. Then go to your paint brush and click on the little box showing your shapes. The second button down... (when you run your mouse over it says,"create brush from selection") choose that.
You will see the brush appear alphabetically in your list.

1. Open new image, size 500x300.
2. New raster layer.
3. Choose the selection tool and draw out a large rectangle. For approximate size see image below.
4. Set your paint brush to
5. Set foreground color to red #800000 and background color to #f0edea an off white.
6. Now paint red and then white lines across starting with red and ending with red. You should have a total of 6 red lines. Don't worry about trying to get them straight or even, just do the best you can. As you can see in the image below ... mine are not straight or even.
If you don't fill up the space that's okay too.

7. Use the selection tool once more and draw out a rectangle in the left hand corner. Take it down to the third red line, and almost half way across.
8. Change foreground color to #2b2c4d dark blue.
9. Use the flood fill tool and fill the rectangle with the blue. Do not de select.

10. Now lets use the 5 point star brush, size 20. Change the foreground color the off white #f0edea.
11. Paint five lines of stars across I do not have the proper amount of stars, but I doubted anyone would really count them, lol.
12. Now deselect.

13. Choose the warp brush and set size at 60.
14. Starting near the left hand side, take the warp brush (push mode) from top to bottom in a diagonal line. Use VERY short strokes!
Do the first line pushing downward, and the next one upwards.
Do this across the whole flag.
Note: If you are using psp7 simply use the push brush.
I have painted directional arrows on the image below so you can see which direction to warp.

16. Choose the lighten darken brush size 30. Left click is for light, and right click is for dark.
17. Drag the lighten brush through the areas of the flag that show the "up" arrow, and the darken brush though the areas that show the "down" brush.

19. Use your deformation tool to resize the flag.

20. Activate the bottom layer and then flood fill it with white.

21. Activate the flag layer, and choose the warp brush once more. Same size as before.
22. Use the brush along the outside of the flag, gently pushing the flag inward. Use it sparingly and just in a few places. Stop when you like it.
A few suggestions...... If you have an image of an eagle, that would look great overlaid on the flag.

Text would look great also.
