If anyone has driven I-75 North passing the Anthony Wayne Trail (OH-25) and wonder why there was a huge shoulder on the right side of the road, this is why. At one time, Toledo considered an expressway connecting I-75 and I-280 through Downtown. A riverfront route was proposed. By looking at the red line in the above pictures, you can trace the route that was planned. At the wide shoulder section of I-75 NB, the proposed expressway was to dump traffic onto I-75 at that spot. On I-75 SB at the Washington Street/DOWNTOWN exit, a extra-wide left shoulder is present. This was the proposed exit to the riverfront expressway. One would call these ramps "ghost ramps" leading to and coming from nowhere.
