GENERAL INSTRUCTIONS: 2005 OHIO MILK RUN RALLY CAR #______

Welcome to the fifth Ohio Milk Run Rally. This event is part of the Sports Car Club of America (SCCA) NEOhio Region and Central Division (CENDIV) Championship series. It is a straightforward time-speed-distance (TSD) road rally.

The object of this competition is for each team to follow a predefined course, using average speeds (A/S) and other timing information, so as to arrive at each of a series of timing controls (checkpoints) exactly when due. Penalty points are assessed equally for arrival either before or after a teams’ theoretical perfect arrival time at each control.

Glossary:

BFZ, BTZ – Begin Free Zone, Begin Transit Zone.

CAST (A/S) – Change Average Speed To (MPH).

Creeping – Unnecessarily proceeding at less than ½ of the then-assigned average speed.

DIYC – Do It Yourself Control. [DIYCs will not be used on this year’s Ohio Milk Run.]

EFZ, ETZ – End Free Zone, End Transit Zone.

Free Zone (FZ) – Portion of the route containing no timing controls.

Out Marker – Restart point following an open control.

Pause – Add specified time to elapsed running time; pauses are given in .01 of a minute, e.g.: "Pause 10" means

0.10 minutes (6 seconds).

RXR – Railroad grade crossing

S.R. – State Route

Transit Zone – Portion of the rally route to be traversed in a specified time interval. A transit zone is a free zone.

Tulip – Overhead sketch of an action point. Entry road is indicated by a dot at the base, and exit road by an

arrowhead. Sign position may be noted by a dash for Stop, or an "x" for a referenced sign.

Route Instructions:

A columnar "tulip" format including overall mileages for all instructions will be used. There are no intended course-following "traps".

This event uses only public through roads, except where private roads, parking lots, etc. are specifically referenced in an instruction. Roads marked "CLOSED", "DEAD END", "DO NOT ENTER", "NO OUTLET", etc. in any manner, as well as obvious dead ends, factory/mine entrances, and farm access roads do not exist for the purposes of this event.

Exclamation points (!) indicate potential hazards. This does not imply that all foreseeable hazards are marked. Such warnings are used sparingly, but where we have taken the time and effort to mark them, there is a hazard. Competitors are expected to exercise caution throughout the event. Always drive as if there is oncoming non-rally traffic around the next corner or over the next crest.

Material in quotation marks (" ") is wording or numbering on signs. Spelling may be unintentionally inaccurate; ignore obvious typographical errors. Every effort has been made to choose prominent signs that will survive vandalism and errant vehicles, but there is no guarantee all will remain in place. Road designations not in quotation marks imply that you follow the referenced road.

Material in parentheses ( ) is to be considered helpful and confirmatory, but not essential to course-following.

In the interest of safety, and fair control placement, no timing controls will be placed in the following locations (i.e., consider the following to be free zones):

  1. all portions of Interstates, US and State Routes, as well as the first 0.25 miles after exiting such routes,
  2. the first 0.25 miles following each Stop, Yield and railroad grade crossing,
  3. the interval from each open control to the subsequent route instruction or out marker, whichever occurs later,
  4. any portion of the route with an even-numbered CAST, and
  5. any portion of the route covered by a PAUSE (ex.: PAUSE 10 over next 0.3 miles)

 

In the event that "emergency" speeds need to be invoked, competitors will be instructed, at a control, to reduce the printed average speeds by a specific amount (ex.: Reduce all speeds by 5mph). The declaration of emergency speeds has no effect on transit times and pauses. Detour notifications will be by emergency sign, or posting of a route instruction addendum at an open control.

 

 

 

 

Measurement & Timing:

The course was measured to the thousandth of a mile (.001) in one pass, at near-rally speed, from 7:00AM to 4:00PM on June 1, 2005, using a Timewise "547B" box attached to the left front half-shaft of a 2002 Subaru WRX AWD. Weather: sunny with temperature range of 58-70 degrees. Road conditions: dry. .

Official mileages at action points were taken:

    1. first, at Stop or Yield, if present,
    2. second, at center of the intersection or apex of a turn, and;
    3. third, at other referenced sign/landmark [If confusion might arise, the annotation MTS (Measured To Sign) is used.]

Official leg time calculations were made using mileages to the thousandth of a mile from the official measurement, including mileage to the thousandth at each timing line. The total of these calculations was then truncated to the hundredth of a minute (0.01) to determine each leg’s perfect arrival time.

Mileages provided in the route instructions for the tire warmup/odometer check transit zone are to the thousandth of a mile to help competitors develop accurate odometer calibration "factors". Mileages for all action points thereafter will be provided to the thousandth of a mile initially, but will subsequently be provided to only the hundredth or tenth of a mile, based on truncation of the official measurement. Mileage at each control timing line and out marker are provided to thousandth of a mile on the critique slip(s) provided at each open control. Mileage at the outmarker truncated to the hundredth of a mile is used as the start point for calculating the perfect time for the next leg; this truncated value is also shown on the critique slip.

Official time will be synchronized with WWV and displayed for competitors at registration. Cars will be timed as their front wheels pass the control sign, using manually triggered control clocks, reading to the hundredth of a minute.

Route Following:

Throughout this rally you will have to decide in which direction to proceed through intersections. Use the lowest numbered applicable action listed below to determine your course of travel:

    1. Execute an emergency instruction or follow an emergency sign.
    2. Execute a route instruction referenced by a mileage at that mileage.
    3. Continue straight, or as nearly straight as possible, through any intersection where the next route instruction cannot be executed (A clarifying instruction will be given anywhere there might be ambiguity).

A lead car will precede the first competitor. Any road traveled by the lead car will be considered passable.

Controls:

The following types of timing controls may be used:

    1. Open, marked by a checkpoint sign, after which teams stop a safe distance beyond the timing crew/car and send one crew member back to the control car with their score card to collect timing information.
    2. Closed, marked by a clockface sign. Competitors are to proceed past closed controls without stopping.
    3. Run/Work, marked by an "OBS" sign. The competitors will be timed as their front wheels pass the OBS sign, after which the team will stop and follow the directed of the rally official to their parking spot. A different control sign (usually the checkpoint sign for an OPEN control) will be placed at the timing line by the rally official; a timing log (with the competing team’s arrival time already entered), a control clock, and any other materials (e.g., critique slips) will be furnished; and the competing crew becomes the worker crew for that checkpoint. This crew will wait for all cars still competing (the rally official will inform the crew of the remaining cars) or until a sweep vehicle comes to release them or until 20 minutes after the last car SHOULD have arrived, whichever occurs first. Upon completion of their RUN/WORK assignment, the competing team will pick a new car number based on the minute they restart AND RECORD THAT SOMEWHERE ON THE CONTROL LOG.

Samples of all sign types will be displayed at registration. Signs, which may be placed on either side of the road, may be visible only briefly at the timing line. (Every effort will be made to place signs on the right side of the road, but this may not be possible at all locations.)

The following official information will be issued at each open control:

    1. "Official Mileage(s)" at the timing line(s),
    2. "Official Leg Time(s)",
    3. recorded arrival time ("In-Time") and,
    4. assigned departure time ("Out-Time") from a subsequent, identified route instruction ("Out Marker") which may not be the "Next Instruction" (the route instruction you are attempting to execute immediately after crossing the timing line of a open control). "Special Instructions" and "Comments" may also be provided on the critique slip.

 

 

 

 

AT OPEN CONTROLS, STOP WELL PAST THE CHECKPOINT SIGN (THREE CAR LENGTHS – and beyond the timing car, if there is one -- IS A GOOD RULE OF THUMB.) and as far off the road as practical, so as not to block the path of following competitors. ASSIGNED DEPARTURE TIMES ("OUT-TIMES") SPECIFY A TEAM’S DEPARTURE TIME FROM A SPECIFIED ROUTE INSTRUCTION FOLLOWING EACH OPEN CONTROL (OUT MARKER"). The interval mileage from the timing line of each open control to the subsequent route instruction (usually the NEXT instruction) used as the out marker should be considered "dead" for purposes of timing and is a free zone. COMPETITORS ARE EXPECTED TO CLEAR OPEN CONTROLS AND PROCEED TO THE OUT MARKER AT THE FIRST SAFE OPPORTUNITY!! Beware of other competitors walking around at open controls.

Timing at each control is cumulative from the previous out marker, or time of day restart (TODR), whichever is later. DO NOT RESTART CALCULATIONS at a closed control. Controls will close no earlier than 20 minutes after the ideal arrival time of the last car or when all then-competing cars have passed, whichever is first.

Time Allowances (T/A’s):

Time allowances will be granted for any delay. Time allowance requests must end in .50 (on the half minute only), i.e., 0.50, 1.50, 2.50 minutes. etc. This keeps others from being on "your" minute. No witness is required. No point penalty will be assessed for each use of a time allowance. Please claim a T/A, rather than driving recklessly to regain time lost in a delay.

A competitor must verbally request a time allowance immediately upon arrival at the first open control following the delay, before collecting any timing information, and must give the control worker a slip of paper indicating:

    1. car number,
    2. the amount of time requested, and;
    3. the mileage at which the allowance is to take effect (so that it can be honored at any closed controls that the team may have passed).

A maximum of 19.50 minutes is available for each half of this event. If a delay occurs within sight of a control (due to traffic, etc.), the competitor may claim any amount of time, and the control workers will act as witnesses to the delay.

If you find yourself running in the same time slot as another team, you may drop a minute(s) down to the next available slot, or, whenever convenient (time of day restart, pause, transit, etc.), return to your original time slot. Please describe such actions in detail on your T/A request, so that you are not unnecessarily penalized.

Scoring:

One penalty point per 0.01 minute "early" or "late" from perfect arrival time will be assessed, up to a maximum of 100 points at any one control.

Stopping, creeping, or other evasive action before, and in sight of a control, as well as stopping in such a manner as to obstruct traffic or disrupt control operation, will result in a first-time penalty of 10 points, followed by a 100 point penalty for each subsequent infraction. Any dangerous, or imprudent action is grounds for disqualification. A control crew’s decision on penalty imposition is final. Competitors are subject to disqualification for receiving any traffic citations during this rally. Use of any intoxicant during this event, on the part of any participant, is grounds for disqualification.

Ties will be broken by awarding the higher overall finishing position to the team competing in the class allowing less sophisticated timekeeping equipment. Ties within a class will stand unbroken, and duplicate points will be awarded without vacating any finishing position(s).

The organizers reserve the right to terminate this event at any point and score it only on those controls already completed.
