Joseph A. Burgos took the initiative to commence a strategy against substance abuse. He designed a poster and titled it Drugs. He wrote his strategy against substance abuse and sent it with a Drugs Poster to Governor Hugh Carey of New York. Sometime later, the Governor referred his letter to the Division of Substance Abuse Services in Albany, New York. The Assistant Director, Lynn Ansara sent him a letter of appreciation and thanked him for sharing his artistic talent. This was the beginning of the strategy against substance abuse and its affect on youths nationwide.
