The Youth Bureau is dedicated to the development of youth into responsible citizens of the community. Education, recreation, counseling, delinquency diversion activities, community information and program research of youth needs are provided by four full-time staff, several part-time staff and many community volunteers.
The Youth Bureau provides many programs for youths to keep them occupied, earning money, learning about the court system, learning new experiences, learning about the environment, learning about leadership, or just to have a fun time and much more. Many of these programs are branches from the Youth Bureau. Youth Court, Youth Council, Youth Basketball, Y.E.S. program and many more are few to name that are branches off of the Youth Bureau.
Because the Village of Horseheads is located entirely within the Town, the Village Recreation Department often co-sponsors many programs and activities with the Town Youth Bureau.
Geographic Area
The Town of Horseheads is one of eleven townships in Chemung County. The Town of Horseheads covers approximately 36 square miles in the County. All of the Village of Horseheads and a substantial portion of the Village of Elmira Heights are located within the Town's borders.

The total school population for the Horseheads Central School District in grades K-12 is 4,799. This includes youth from the following towns:
Big Flats,
Catlin,
Erin,
and Veteran.
The Elmira Heights School District serves 1,156 students.
Who do we serve?
Any youth resident of the Town of Horseheads. We also serve any youth attending classes in the Horseheads Central School District and the Elmira Heights School District. By definition, a youth is anyone 21 years of age or younger.
Funding for the Horseheads Youth Bureau
The Town of Horseheads provides the Youth Bureau with 60% of it's total funding. The NYS Division for Youth provides 35%. The remaining 5% is raised through Youth Bureau fundraising activities and donations made by organizations like the Horseheads Kiwanis Club, Horseheads Elks Lodge, Horseheads American Legion, Horseheads Womens's Club, etc. Youth Bureau staff regularly investigate local, state, and federal grants as well as provate and public grants.
The total budget for the Horseheads Youth Bureau for the 1996 calender year is approximately $167,000.
Fees/Admissions for Youth Bureau activities
The Youth Bureau attempts to provide all services at no cost to youth. This is not always possible. Please note that all funds provided by the NYS Division for Youth are used to support programming which must be provided at no cost to youth.
Some Youth Bureau programs (not funded by the Division for Youth) do require a fee or admission charge. Though the Youth Bureau regrets this situation, it has been determined that the decrease in NYS DFY funding has made this necessary. If fees are not charged, these programs are not possible.
The Youth Bureau actively informs program participants and youth caseworkers that the fee can be waived in hardship situations.
Staffing
The Youth Bureau staff presently consists of the Executive Director (Allen S. Edwards), two program coordinators; Basketball Commissioner (Scott Merrill), and Youth Employment Services (Y.E.S. - Kate Baker). And finally, Clerk Typist (Luanne Connors). The Youth Bureau also consists of four to eight part-time seasonal staff (summer/winter recreation assistance). Youth Advisory Board members and community members regularly volunteer for Youth Bureau programs and events.
Cooperation between and Town of Horseheads
Since 1979, the Vilage Recreation Department and the Town of Horseheads Youth Bureau have actively cooperated to expand programs while reducing overall administrative costs. This has also resulted in a general reduction in the costs of program supplies and materials.
The Village of Horseheads promary operation is the Thorne Street Park complex which includes a swimming facility. The Town's major youth activity is the Youth Bureau. There are no fees for residents of either municipality for use of these facilities. On occasion, the two municipalities will share costs when improvements or expansions occur.
Youth Bureau Offices/Facilities
The Youth Bureau's primary Administrative Offices is located at 408 South Main Street. Horseheads (directly across from the Horseheads Free Library).
Many activities are held in Horseheads Central School District facilities or Elmira Heights School District buildings. Normally, these facilities are made available at no cost. On occasion, the Youth Bureau will lease/rent space for additional programming needs (Elmira College Murray Center/Domes, Court-Time Racquetball Club, etc.). The Village has also made the Zim Center/Historical Society Building available for youth programs.
At present, the Youth Bureau does not operate a drop-in Youth Center. This has been suggested for many years though the cost has been somewhat cost-prohibitive.
