Minutes of the MVSRA meeting on 8/20/02

Meeting called to order at 7:10 pm

Attendance: Glen Bahr, Art Durando, Peter Inserra, Ed Kobos, Byron May, Ray Pitcher, Paul Rogers, Dariusz Sady, John Story, Eric Ventura, Kevin Waters.

The minutes of the July meeting were unavailable.

  1. Correspondence:

A) New addition to law 4 as of 7/1/02 states jerseys must have sleeves. If a player plays in a jersey without sleeves, DO NOT stop the game just report it to the competition authority. This is being done to deter jersey alterations. As always use common sense.

B) From Paul Tamberrino: Each Thursday there will be a new article about soccer available from a different department of the US Soccer Commission on their web site.

C) Law changes from the 116th annual meeting:

    1. Advertisements will only be allowed on the jerseys only. The competition authority should sanction any player who exposes a t-shirt underneath the jersey with advertising.
    2. IDK due to fouls committed by the GK now correctly labeled 4
    3. Simulating a foul should be sanctioned as unsporting conduct
    4. A temporary expulsion due to yellow card is now illegal. A team may substitute as an option.
    5. Celebrating a goal should be sanctioned as unsporting conduct
    6. Artificial surfaces are legal
    7. Fourth officials may be added to Law 6
    8. The experiment where referees advance the ball 10 yards in cases where the offending team fails to give 10 yards when taking a free kick will continue

2) Officers Reports:

    1. President: Physicals are due
    2. Vice-President: None
    3. Secretary: Emails are needed from David Ashe and Ed Ragan. If you have them please notify me. Of our 27 referees, 19 responded to email reminders of the meeting and 11 attended.
    4. Treasurer: 10 people have not paid dues for 2002. Please pay immediately. If you were due money from refereeing the CNYJSL and your dues were unpaid, they will be subtracted from the fees before payment.
    5. Assignor: Thank you to everyone who refereed the CNYSSL
    6. Registrar: Bring your re-registration info to the MANDATORY ANNUAL meeting on November 12. Also, bring your annual dues for USSF. There will be photo’s taken for new picture ID’s (we are a test group for this) as well as the annual written test.
  1. Committee Reports:
    1. Training: We do our mandatory 5 hours per year training at our meetings. This is another great reason to attend the meetings. USSF is informing referees to be more watchful for cases of persistent infringement. It is not being called enough. USSF is thinking of issuing a card for clinics and instruction. There are new procedures for kicks from the penalty spot when 1 team has less players than the other. Delegation of equipment and injuries can be delegated to the 4th official.
  2. Unfinished Business:
    1. Flipping coins are still available for referees who have paid their dues. See Ed Kobos.
    2. CNYSSL paperwork still not submitted see Ed Kobos ASAP.
  3. New Business
    1. Class for new Referees in January. A flyer will be available to hand out to High School referees soon.
    2. Anyone interested in refereeing at State Cup or ODP must referee outside their normal boards jurisdiction
  4. For the good of the game
    1. Absenteeism is still high at our meetings. Remember all referees are responsible for attending the annual meeting in November plus at least 4 other meetings during the year.
