Call to Order

Correspondence:
The Rome Rising Stars tournament is on for August 4-5, 2001. Games will be 8 AM to 3 PM both days. Registrants are guaranteed 3 games. Team registration deadline is June 15. The plan is for 36 teams, 80 games. Co-ed – U10; Boys and Girls separately in U12, 14, 16, 18. Pay will be $25 C, $12.50 AR; Solo U10= $25. This is the same weekend as the CNYSSL finals.
Reports of Officers:
President: Ed Kobos reported that he sent roster for ref sign-ups for Empire State Games Scheduled July 25-29. We discussed ENY game fees.
Vice President: Art Durando reported that in correspondence and his report, Ed had covered all necessary business.
Secretary: Absent
Treasurer: Absent
Assignor: Kevin Waters discussed the servicing of the CNYSSL. There are 6 A-division, 10 B-division, and 8 C-division teams. A will play each other twice, home and away, usually Tuesday but some Thursday evenings. Women’s C division is all on Wednesdays. Ref fee is $100 per game, usually divided $50-C, $25-AR. All fees but Lee’s will be paid in cash before the game. Ref assignments will be e-mailed or hard copied. The C ref is to call both AR’s to coordinate. Kevin discussed the use of Oneonta officials here for CNYSSL games.
New Members Jim and Sean Blaney were introduced.
Training: Ed Kobos reviewed the MLS pre-game training he received at the Fast Track clinic at the DC United vs. metro Stars game. Cards for roughing the keeper were given. Refs went over scouting reports of player characteristics in their lengthy pre-game. After every game, refs write notes on the game and publish them on their ref-net for fellow refs to review for their ensuing games. One Woman referee expressed interest in accepting assignments here.
Law changes: Number of players not relevant for us. No advertising permitted on the playing field. Number of subs will be determined by league rules. The coach must return to the technical area immediately (IE, reasonably quickly) after giving tactical instructions to his/her players. AR’s are now specifically empowered to enter the field of play to assist with yielding 10 yards, and to call fouls and offences when they are committed closer to the AR than the center, and to judge keeper offenses during a PK. IFK for exceeding 6 second return of ball to play by keeper. This is not to be counted off in any manner, but estimated by the referee on a case-by-case basis as time wasting. "Gestures" has been added to the list of actions in offensive, insulting or abusive actions deserving a send-off. We discussed that only a player or substitute may be shown a yellow or red card. Coaches may be asked to leave the venue when they exceed their "tactical instructions to players" in a manner that is not "responsible." (Law III, IBD 2) A send-off must leave the technical area. They may retire to the spectator area, but the match may be terminated if there is interference with the match.
The experiment with two referees was terminated. Cautions may be given for time wasting, or excessive celebration of a goal, and for DFK fouls that are excessive. Time may be added for injury or other delays.

New Business: We need a session to cover rule adaptations for CNYSSL. Subs on own TI, either GK; check passes, keep any sent off and return to Kevin within 24 hrs with game report. No jewelry allowed. Late teams have 20-minute grace period before a forfeit. The by-laws and rules will be available on the web page. A meeting to cover these details will be held Tuesday, May 29 from 7:30-8:30 at the Sportplx.
Dick Alito, our SRI has offered a clinic in early June
Ed asked Art Durando to determine the dates fuscia shirts are no longer official uniforms.
The next meeting was set for May 29 at 7:30 PM at the Sportplx.
