Michael B. Decter is a Harvard trained economist with over two decades of experience as a senior manager. He is a leading Canadian expert on health systems with a wealth international experience.

As a senior manager in the public sector, Michael served as a Deputy Minister of Health for Ontario with responsibility for the management of the $18 billion Ontario health system serving 11 million residents of the province. He also served as Clerk of the Executive Council and Secretary to the Cabinet in the Manitoba Government from 1981 until 1986.

As a Senior Research Scholar at the Center for Bioethics, University of Toronto, Michael Decter authored the book-Healing Medicare-Managing Health System Change-The Canadian Way published in 1994. His next health book, Four Strong Winds-The Globe Health Revolution-Its Roots and Prospects was published in April 2000. Michael Decter has been an International Fellow of the King's Fund in London, England.

As a public speaker on health policy and reform, Michael has addressed audiences across Canada, in the United States, the United Kingdom, Germany, Italy and the Netherlands. In 1993, Michael delivered the prestigious Garland Lecture at the Boston Medical Library. In 1995, Michael Decter chaired the Four Country Conference in Amsterdam. The Netherlands, which brought together experts from Canada, the United States, Germany and Holland. In 1996 he undertook a major speaking tour in Australia.

As a consultant Michael has lead major assignments for many of Canada's leading teaching hospitals. Consulting positions have included Partner at KPMG and Managing Director- Canada for AMP/CSC.

As a negotiator and facilitator, Michael has represented governments, corporations and hospitals. In negotiations such as the 1991 Framework Agreement between the Ontario Government and the Ontario Medical Association Michael Decter has achieved consensus where parties were far apart. Recent assignments have included facilitating the integration of services on University Avenue in Toronto and assisting with the merger of three Toronto area hospitals. Michael Decter is also a successful investor and the author of Michael Decter's Million Dollar Strategy published in 1998 by Stoddart.

Michael Decter remains active as a consultant facilitator and public speaker as Managing Director of Michael Decter & Associates Ltd.

Michael Decter is the Chairman of the Canadian Institute for Health Information, as well as a Board Member of Interhealth Canada Ltd, Footmaxx Holdings Ltd, IPC Financial Network, eVitro, Assessment Strategies and The Public Policy Forum.
