Exercise Quakes Alamogordo NM Early in the morning, on August 4th, the
city of Alamogordo New Mexico simulated an earthquake with a magnitude of 7+ on
the Richter scale. In the midst of
mayhem, fire, explosions, falling buildings, major vehicle accidents, injury
and death, the Civil Air Patrol CAP launched into action. Within minutes after take-off, members of
the Alamogordo Composite Squadron of (CAP) New Mexico Wing, were transmitting
snap-shots of disaster scenes, via FM radio, to the Emergency Operations Center
(EOC), providing the disaster response team incident commander with a first
hand look enabling him to assess situations across the city and direct
emergency response teams into position within minutes. A total of seventeen members of the NM Wing
CAP from Alamogordo, Roswell, and Clovis flew 7 sorties in support of the
Natural Disaster exercise. The event was sponsored by the Federal Emergency
Management Association FEMA and more than 30 organizations from across the
state participated. Ric Himebrook, the
CAP Agency Representative to the EOC, said, "CAP capabilities to provide
real time data, were clearly demonstrated" and "were vital to
decision making processes in the EOC". August 5th, 2001, Alamogordo Daily News
read: "...A group stayed huddled
around a television, watching the street drama on television via a camera flown
in a Civil Air Patrol plane. What the
camera revealed was police emergency responders acting as if the disaster was
real...."
