The Fujita Scale rates tornadoes based on their wind speds. Since the size of a tornado is not indicitive of its strength-a tiny rope tornado might be rated an F5 and a large cone tornado might be rated an F1-a tornadoes rating on the Fugita Scale is based on the damage that it leaves behind.
