Consensual "statutory rape" is to be excluded from this proposed bill as it diminishes the true brutality of these horrible crimes. This proposed bill encompasses the effective safety and protection of children against convicted child predators. Although the “Two Strikes-Your Out” bill (HR.2146) presently in Congress bears mention to these horrendous crimes against children, it has been watered down to uselessness with the 2nd strike being a "possible maximum life sentence" and only if the second offense violates a federal law, such as taking a minor across state lines or committing the crime on federal property. Considering the fact that predators usually assault many children before being caught, and that most children are sexually assaulted within their own cities and not on "federal property", this bill is inadequate and worthless. We believe that sentencing for the
victimization of children should be
federalized so that the punishment is
equal across all 50 states, preventing incompetent judges from releasing
these deviants back into society, thus stopping these atrocities from
continuing against more children. We are referring to the HR.2146 "amendment to add a new section requiring a study and report to Congress on the availability and effectiveness of treatment for incarcerated and non-incarcerated perpetrators of sex offenses against children and on the effectiveness of probation and parole supervision in reducing rates of recidivism of sex offenses against children." We do not need to reduce rates of recidivism; we need to
eliminate them! We do not need more research, we need to move
forward with the massive research already conducted and create laws and
effective sentencing for the safety of our children and the future of this
country. Longer sentences do not deter these deviants; it
embitters them not to
leave a witness the next time. These are not remorseful individuals capable of
rehabilitation; they are cunning, manipulative predators who repeatedly act
without conscience.

see more education in school aimed toward teaching the children the definition
of molestation, how to verbally come forward with it (to stop the abuse), and how to
protect themselves from child predators in general.
