A View to Ponder

People need to know and understand before they vote that in a multi-party system no ruling party can establish its dictatorship up to the next election which is generally seen in a two party system. No party being in absolute majority can act arbitrarily and two or more parties have to act with adjustments and cooperation. The masses are relieved of the dictatorship of the majority party. Although a two party system provides for strong government in a parliamentary system.
In a parliamentary form of government the executive provides legislative leaderships, Pro-regulating and dissolving the lower house whenever deemed necessary. Even in a presidential form of government, the executive decisively influences legislation, though indirectly. In some countries the executive branch is responsible to the parliament for its actions, which is, where the parliament is empowered to remove the executive by its vote of no confidence and have a parliamentary government.

Although, in these countries the Head of State is only a constitutional Head, he/she has responsibilities in defending the country and has the supreme command over the Military, Navy and the Air Force. The main function of the executive is to direct and supervise the execution of an acceptable law. On the contrary, in a presidential form of Executive, the head of state is the President elected by the people but is not responsible to the legislative and exercises power throughout the tenure of his office. It is believed that the Americans have such a form of Presidential Executive although, he is supposed to follow the majority of the Congress, but has the power to veto.       

For the success of any party activity, discipline is the most important activity to be maintained. This will not be maintained in a dictatorship since the dictator will not be responsible to anyone and the dictator's selfish interests will give birth to violence in the society. The dictator would also use anti-social elements for threatening the voters, both capturing and denying voting in the weaker areas. This also would create a dreadful fearful atmosphere and communal violence. Mind you, those elements who create violence will be assured of political protection. It must be also known and understood that these events occur mainly with politicians who are in league with anti-social people or where people of criminal background n are seated on responsible posts in the government.
 

But in a democracy the government is responsible towards the people. A dictator’s powers are unlimited while in a democracy the powers of the government are limited. This is because democracy is a form of government in which the governing body is comparatively a large fraction of the entire nation and a good government is that which makes laws based upon moral principles. I also believe that the state should interfere least in the life of the individual having minimum possible functions. Giving an increase in state functions to check exploitation and bring about the welfare of the society could destroy the individuality of the individual which is the basis of all development and the progress.

The countries, where one person captures executive powers on the basis of force, have a dictatorship. Thus dictatorship is established sometimes on the basis of military force and on the basis of majority of one party. Such countries can be named as China, Burma, Pakistan, etc. These countries have a dictatorship on the basis of one powerful party and have a military force as the basis of the establishment of dictatorship. We also know that the executive in a democracy is elected by the people and is elected for a definite period.
It is understood, that being educated, is very essential for the success of a democracy. It is only when one learns the knowledge that one comes to know about his duties, and it also infuses in a person the feeling to honor all people's rights. If not educated, they cannot understand the details of the in and outs or intricacies of the administration, nor can they make the proper use of their right to vote which would again result in one man's ideas ruling. So, such a situation would be fatal for democracy. This is what we face now?

Plural executive exists only in Switzerland with seven presidents in the Federal Council of the country who possess equal powers and rights. One of them is elected as president every year, who only presides over the meeting of the federal council. This could be a good system for the Maldives and also for
MDP, ADHAALATH, IDP DRP or even for the whole world in general as there are so many who want to lead with that infectious greed for power and money.
So, the leadership will eventually be the United Nations in total control with no army in any country, No Nukes, No weapons of mass destruction but only the UN police and representatives who act on behalf, for the UN with all the world reserves under the control of United Nations, how about that? People who contest representing the country for the United Nations or responsible position in the governments must have full faith in non-violence, truth and love, and those who really are servants of the people and care for the welfare of the people.

All countries except Switzerland have single executives. This single executive is inherent is one person like the president of the USA who forms a council of ministers for his assistance. Even in countries like India there is a single executive as the entire power of the executive is vested in the president and his powers are exercised by a council of ministers. In a parliamentary system like Britain, the entire power is concentrated in the Kingdom or the King.

It is also a question in my mind, if western democracy is real, and is based on majority rule, when they meet the opposition with force, how can it be a democracy?  There can never be a relation between democracy and violence. I believe real democracy is one where opposition is met by arguments and instead of majority decision consensus decisions are taken. Western democracy has encouraged capitalism and it has exploited the weaker nations adopting fascist methods for their expansion. Democracy and imperialism cannot and will not go together as Americans cannot establish their hold on the Middle East by democratic means, since there was no “weapons of mass destruction”, 
too many official lies and truly  a disgrace.
