Group winners qualified automatically. 3-point win rule is used in group games. The second place teams are re-ranked again according to their results against the 1st, 3rd, and 4th teams in their groups. 6 of the 2nd place teams also qualified from this ranking and the last two 2nd place teams played a play-off game in England to determine the 15th qualifier.
