FORMAT OF EURO2020 QUALIFIERS


55 UEFA nations will play the qualifiers in 10 groups. 5 of these groups will have 5 nations and the other five will have six nations in them.
The competition will be played in league style at the groups. Top two in each group will qualify to the EURO2020 Finals.

Formation of the Qualifying Groups:
Overall ranking of 2018-2019 UEFA National League (UNL) was used for setting up the pots for the draw. The first five groups will be the groups with five nations. Four UNL League A winners are drawn into the first four groups. The UNL Finals will be played in March. During those matchdays at the Qualifiers, UNL Finalists will sit as bye and will play at UNL Finals instead.
So the pots for the Qualifiers are set as follows:
Pot 1 - Four UNL League A winners
Pot 2 - 6th through 10th in UNL Overall Ranking
Pot 3 - 11th through 20th in UNL Overall Ranking
Pot 4 - 21st through 30th in UNL Overall Ranking
Pot 5 - 31st through 40th in UNL Overall Ranking
Pot 6 - 41st through 50th in UNL Overall Ranking
Pot 7 - 51st through 55th in UNL Overall Ranking

Tie-breaking Rule at the Qualifiers:
If two or more teams are equal on points on completion of the group matches, the following tie-breaking criteria are applied:
1.Higher number of points obtained in the matches played among the teams in question;
2.Superior goal difference in matches played among the teams in question;
3.Higher number of goals scored in the matches played among the teams in question;
4.Higher number of goals scored away from home in the matches played among the teams in question;
5.If, after having applied criteria 1 to 4, teams still have an equal ranking, criteria 1 to 4 are reapplied exclusively to the matches between the teams in question to determine their final rankings. If this procedure does not lead to a decision, criteria 6 to 10 apply;
6.Superior goal difference in all group matches;
7.Higher number of goals scored in all group matches;
8.Higher number of away goals scored in all group matches;
9.Higher number of wins in all group matches;
10.Higher number of away wins in all group matches;
11.Fair play conduct in all group matches (1 point for a single yellow card, 3 points for a red card as a consequence of two yellow cards, 3 points for a direct red card, 4 points for a yellow card followed by a direct red card);
12.Position in the UEFA Nations League overall ranking.

Overall Ranking of the Qualifiers:
Besides the Group Rankings, another ranking is made to rank all nations in the Qualifiers. This ranking will be used to set up the pots for the Groups Draw at the Finals and will be used as the final criterion in Group Rankings (if needed).
To determine the overall rankings of the European Qualifiers, results against teams in sixth place are discarded and the following criteria are applied:
1.Position in the group;
2.Higher number of points;
3.Superior goal difference;
4.Higher number of goals scored;
5.Higher number of goals scored away from home;
6.Higher number of wins;
7.Higher number of wins away from home;
8.Fair play conduct (1 point for a single yellow card, 3 points for a red card as a consequence of two yellow cards, 3 points for a direct red card, 4 points for a yellow card followed by a direct red card);
9.Position in the UEFA Nations League overall ranking.

Play-offs:
When the Group Stage is completed we used to see 8 nations which placed third will play play-off matches to decide the remaining four Finalists. There will not be Play-offs at Qualifiers this time. Instead the play-offs will be played at UNL. 16 UNL nations which didn't qualify to EURO2020 Finals will play PO games to decide the last four finalists.
