The surfer is Tag, and the cannon is probably for design purposes, because I can't seem to remember the last time Manch-Vegas was ravished by war. The spot is overlooking the city. We are actually only a few feet from the observation tower which you can see by looking up. The observation tower is closed and has been closed for some time. So, basically, nothing really gets observed from the observation tower, but you can observe the tower itself, from a distance.
