New York City: the terrible loss and suffering.
August 5, 1966 ground was broken for the 110 story twelve million square feet World Trade Center Complex, with construction taking 5 years.
The morning of September 11, 2001 two Boeing 767-200ER commercial jets were hijacked and flown into the towers. Richter scale 2.1 and 2.3 magnitudes were recorded with event durations of 10 and 8 seconds respectively. About 10,000 gallons of fuel in each aircraft burned away in just a few minutes. This much fuel having burnt in such a short time understandably produced about 4 trillion Btu/hr. Temperatures may have reached 2000 degrees F. This resulted in a collapse in tonnage of 600,000 (Reference: FEMA May 2002: aka 403).
With human toll in the thousands, personal identifications included MTDNA (mitochondria) and CE (capilary electrophoresis).
It is vital to understand the gravity of the situation: for life, liberty, and the pursuit of happiness. The depth of the dogma shared by the terrorists is not according to poverty, not according to perpetrators' suffering, nor for the purpose of seeking righteous justice, regardless of what they would have you believe. Their non-creative destructive behavior is according to their free choice, just as a juror chooses per their innateness.
Education needs to come out of the dark ages and become integral to the emerging information systems as a whole, throughout people's lives. Education must not only be pervasive, it must also be interesting, awe inspiring, and fun to entice people: all people. Key and fundamental to all of this, education must be useful in practicality and within the student's mind.
Frank Gagliardo of Siemens Westinghouse worked closely with consultant Dr. Bob Benchoff of A Check Exact. Frank was with the World Trade Center engineering team that sought to protect the structure through proper construction. Engineering includes such matters as lightening, hurricanes, tornados, earthquakes, floods, bombs, earth's rotational forces, weight of plumbing, weight of glass fixtures, the weight of people on any given floor at any given time, bedrock pliability, changes in natural and synthetic water passages under the structure, sun heat and shadow differences, the moon's gravity variances, and a myriad of other forces.
Data is also gathered during and after construction, such as stress testing, magnetic particle inspection, and laser / computer analysis; all of which must be used in modifications and in future structures.
Dr. Bob Benchoff taught Frank and other specialists a year after the September 11, 2001 tragedy, at the Doctors University of New York, providing compiled useful current technology information for immediate application. The focus was on solutions, such as for main power integration, including giant components used in New York City skyscrapers, in line with state-of-the-art technology.
It is important to understand that this work was not simply government mandated, but was free enterprise driven. This served as one more important peaceful step forward toward perserving domestic tranquility, ensuring freedom, and enhancing the future for generations to come.
With the Nation viewing the attack events on television and with the memory of failure by government to protect United States, the concensus seemed ubiquitous: where are our military forces, where is the CIA, what is the FBI doing, is anyone on alert?
Immediately after the attack, the Pentagon's Air Force Colonel William Nowacki (click for Project Blue Book information) sought to get in contact with Dr. Bob Benchoff. Each had and/or became involved in work in separate classified areas and formed a strong alliance in 1977 in the struggle for funding in line with protection of United States. Clearly, the work should have been more readily accepted, and heavily and thoroughly funded by government(s) and patriot businesses, years prior to the attacks.
It is a grim commentary, yet lest it be belittled and overlooked, it is vital to be stated in no uncertain terms that those businesses of the World Trade Center Towers can hardly invest now in the protection of themselves, after the fact.
Active mobile air intelligence is hardly unreasonable for a nation and/or an alliance group of nations serving to help protect and/or rescue in line with Homeland Security, NATO, UN, and similar initiatives.
Early detection for advance warning systems is just a small part of the need. The focus is not simply on system integrity for protection of the general public, but also on our forces. We don't want to send military personnel into battle zones where harm can happen to them when we first have the opportunity to use intelligence.
The key to successful intelligence is planning for quick response per standardization not per advocacy; for instance, politicians debating whether or not to go to war after the fact is not correct; except in cases where the offending parties are suspect of working to circumvent extablished plans: for which extenuating guidelines should be pre-established. Therefore, planning for the future is initiated by politicians, directing intelligence via passed legislation. Patterned from law, to turn theory into useful application, intelligence computerizes a self-contained automatic go-no-go system to provide instant answers for solutions. The high maintenance system also requires cognizant human oversight for obvious, and not so obvious, glitches.
The maintenance would have to be modified to meet passage of new laws. It would also have to be modified for backup and rerouting as needed. Latest technologies would continually have to be entered into the system to keep it current in intellectual resources, and to keep it abreast of applications in it's functioning.
The system would also need the protection of both internal self checking, and external system checking.
Government is not simply about change, but also about reasonably protecting that which has been established.
A newly elected governor recently chose to not run again because he felt his attempts to change things (for the better in his opinion) were futile due to complications. As were evidenced in the last Florida Presidential Election, some areas of government are riddled in red tape leading to obscure inconclusive outdated references and policies. For instance, except per the rediculous amount of case law which seems to have taken precedence over the law of the land, we do not yet find significant law of the land standardized coverage of Internet, cloning, or other current technologies, let alone future guidance.
Our nation did not become great by relying on data collection. Our nation did not become great by relying on outdated and ineffective methods of analyzing and using collected data. Our nation did not become great by ignoring standardization of the latest technologies.
Our government should not be based on uninformed decision making. Our government must allow the first time elected novice politician to easily and quickly view office applicable chain of command structures, decision making effect scenarios, and a wide host of other supportive information functions.
Likewise government must give the public not merely the right to vote, but also the right to the power to vote, and the right to the power to vote as informed voters with regard to candidate positions.
If government collected taxes the way it collects votes, it would be bankrupt immediately. As seen in the depicted evidence on this site, government is currently blind to terrorism: status quo. Change must come from informed elected officials per informed voters. And then proper change must come from useful power: our Constitution must be amended to include empowerment of voters to rightfully empower elected officials to rightfully empower our Navy and associated defense groups.
Empowering voters means making it easy for them to gain candidate information and making it easy for them to vote.
Otherwise we can expect to find that few people vote, and of those elected, limited effectiveness, to the point of passing illegal legislation (Reference J. Edgar Hoover Foundation initiative by N.A.A.A.P).
Many great thinkers are elected, we need to better utilize the great resources they provide. We need to ensure they are enabled, so that our great nation is more greatly empowered.

Police and military tactics are currently needful, but optimum security is not about catching and securing criminals, it is about securing life, useful liberty, and the meaningful pursuit of happiness for each person, which in current terminology this means these blessings must be integral to standardized strategy for our future.
