First, beat Lt. Surge in Vermilion City. Then, go talk to the woman in the middle of town. She'll say the Squirtle needs a good trainer and she'll give it to you!
How to get Bulbasaur
First get cut then go to Cerulean City. Cerulean City go to the building left of the Pokémon Center and talk to the girl inside. She will give you a Bulbasaur!
