GREATER ERIE COMMUNITY ACTION COMMITTEE (GECAC).  Erie, PA

Planner II -  Planning And Development Division    January 5, 1998  - Present

                Since 1998, I have worked in the Planning and Program Development Department at GECAC.  In that time I have been involved with the writing, coordination, strategic planning, collaboration and submission of over 300 grants that secured a grand total of over $155 million dollars in program funding. GECAC has an annual operating budget of nearly $40 million secured by 77 grants* all of which are coordinated by the 2 person staff in the Planning and Development Department.

Personal Responsibilities:

 

     I have been personally responsible for developing the following new funding sources and programs:

·                     Upward Bound funding secured in 1999 and re-funded in 2003 for $1,075,000.

·                     Cyberstart regional coordinator agency funding through PA DCED-2001-2003

·                     Educational Improvement Program in K-8 school utilizing technology

·                     Golf Mentoring project funded through the USGA-2002

·                     Safe & Drug Free School funding through PA Dept. of Education-1999

·                     HUD Housing Counseling funding 2000-2003

·                     Workforce Investment Act (WIA) Youth 6 county regional Lead Agency and Erie Co. 2000

Erie County Emergency Cooling Coordinator - 1999

                I was placed in charge as the Erie County Coordinator for the 1999 Summer Emergency Cooling Project that successfully delivered utility payments, fans and air conditioners to over 1,000 low-income senior citizens and residents with heat sensitive physical ailments.  This project involved the coordination of an Emergency Cooling Team of 8 staff, who processed over 1,500 applications.  A customized system was developed under extremely short turn around (two months) to handle this volume and coordinate: 1.) income verification with the Erie County Assistance Office, 2.) utility payments to GPU/Penelec, and 3.) the delivery and installation of air conditioners and fans.  The program handled a call volume of more than 150 inquiries per day and successfully mitigated appeals and consumer feedback.  Successfully advocated to state officials, a restructuring to provide individuals with a voucher for more effective resource utilization.

 

Even Start Family Literacy Local Evaluator 1999-2003

                I was the designated Local Evaluator of the Even Start Family Literacy program, which enables more than 180 families in Erie County to increase their literacy.  Parents attend Adult Basic Education, GED, and parenting classes, while their children receive developmentally appropriate early childhood education at the same center or through a home-based program.  Evaluation consisted of Demographic analysis and trends of the participating families, both process and outcome evaluations and a yearly report submitted to both participants, staff, and PA Department of Education Bureau of Adult Basic Literacy Education (ABLE).

 

GECAC Gazette Newsletter  1998-present

                Coordinated 9 staff designated as newsletter reporters to compile a monthly newsletter and oversee printing and distribution to over 550 staff through payroll system.  Editing involved the collection, compilation and quality control of news items submitted, as well as the development and writing of lead articles, which provided staff with an overview of GECAC and its many programs.

 

GECAC Community Charter School grantsmanship activities 1998-2000.

                Including successful Safe & Drug Free School Grants, setup and submissions through PA Dept. of Education E-Grant system

 

Erie Community Dialogue on Poverty 2002 – Coordinator/ Presenter.

 

Grantsmanship Presenter to various groups at events and conferences.

All of the above activities included RFP identification, community needs and resource assessments, strategic planning, coordinating community partners and coalitions, staffing and organizational development, program evaluation methodology, grant / application compilation and final submittal to funding source.  Although these highly competitive grants were not ultimately funded, the experience and networking involved in their compilation was invaluable and noteworthy.

Cartographer II / Quality Control    October 31, 1994  - January 1, 1998

     As a member of the Quality Control department working on the FEMA National Flood Insurance Program I was responsible for Quality Control of all cartographic output and Digital Flood Insurance Rate Maps /Q3 digital data. Also worked in the FEMA Mapping Analysis Center computer lab responsible for hurricane/ emergency response tracking information and mapping products.
