Editor's Note: What this decree suggests is that Jewish communities owed quite large sums in taxes to the government, and for each 2000 rubles they remained in arrears, in the course of a year, one adult would be conscripted for the army.
On taking from those Jewish communities, which in the course of the year do not pay on their arrears, for each two thousand silver rubles, one adult recruit.
Taking note of the gradual increase of Jewish communities in arrears on taxes to the government, WE,
in annual notification of their accumulation, commanded: henceforth, all Jewish communities which in the course
of the year, do not pay on their arrears, for each 2000 silver rubles, one adult recruit will be taken.
