LEBANON CHAPTER NO. 64
ROYAL ARCH MASONS
LEBANON, MISSOURI

ADOPTED February 17, 1998

Article I - Name and Meeting:

Section 1- Name:
The name of this Chapter shall be Lebanon Chapter No. 64 Royal Arch Masons of Missouri.

Section 2- Meetings:
The stated convocation of this Chapter will convene in the Lebanon Masonic Temple on the third Tuesday of each month at 7:00 p.m. The High Priest may call special convocations, at his discretion, on proper notification to the members of this Chapter of the time, date and place.

Article II - Fees and Dues:

Section 1 - Fees:
A $30.00 fee covers the degrees of Mark, Past, Most Excellent and Royal Arch
amd must accompany each petition.

Section 2 - Dues:
The annual dues of all members, except LIFE members and 50 year members
shall be $20.00. The dues year is January 1 through December 31. Dues are payable on January 1 for the calander year and will be delinquent April 1 with delinquent members being suspended for non-payment of dues according to Section 187 of Grand Chapter By-Laws.

Section 3 - Life Membership:
Any member of this chapter who is and remains in good standing in his lodge may be elected to life membership on the payment of Two Hundred dollars($200.00). This sum shall be kept seperate from all other monies, invested as the Chapter approves, and the income there from shall be expended during the lifetime of the member paying the same; provided the
Chapter may, if found necessary, recall the life membership and place such member(s) again on the roll of paying member, upon returning the sum payed in by each member. At the death of any life member the initial payment shall be payed to the general fund or left in the fund at the election of the
members. i.e. Members paying before 2/18/97 were charged $100.00. Members with 50 years of good membership are exempt from dues.
 

Article III : Officers and Elections:

Section 1- Officers and elections:
Officers of this Chapter will conform in number and title to those set down by the Grand Chapter of Missouri, being elected by majority ballot at the stated convocation in April of each year.
 

Section 2 - The elective officers of this Chapter are:
High Priest, King, Scribe, Treasurer and Secretary. The appointive officers are Chaplain, Capt. of Host, Principal Sojourner, Royal Arch Captain, Masters of First, Second and Third Veils, Sentinel and Musician.

Section 3 - Vacancies:
When a vacancy occurs in the elective ranks, the membership will fill the vacancy using the procedure for the regular annual officer election. The membership must have, at least, 15 days notice prior to the next stated convocatrion to fill the elected officers vacancy.

Article IV - Powers and Duties :

Section 1 - High Priest:
The High Priest has the watchful care and supervision over the Chapter and he shall see that the Constitution, laws and edicts of the Grand Chapter are strictly and properly obeyed. He shall appoint all standing and special committees of this Chapter, appoint Auditors(at least two) whose duties shall be, prior to the Annual Report to the Grand Chapter, examine and audit the accounts and vouchers of the Treasurer and Secretary and certify the facts, as found.

Section 2 - King and Scribe:
In the case of a vacancy in office of the High Priest, for any cause, the King and Scribe shall in succession assume his prerogative, powers and duties for all purposes.

Section 3 - Treasurer:
The Treasurer shall receive from the Secretary all funds and securities of the Chapter, and deposit the same in the name of Lebanon York Rite Bodies in some Bank or Trust company approved by the membership, keeping accurate accounts thereof. Turn said books over to the audit committee on request, pay all warrants drawn on him by authority of the Chapter. He shall receive as compensation for his duties the sum of $25.00 per annum.

Section 4 - Secretary:
The Secretary shall attend upon the convocation of the Chapter, observe and record the proceedings thereof, and perserve the same in suitable books kept for that purpose. Receive all monies due the Chapter, paying them over to the Treasurer, taking his receipt thereof. Receive all petitions, applications and appeals to the Chapter and report them to the chapter at the next stated convocations. He shall have the custody of the seal of the Chapter. Make annual returns and dues to the Grand Secretary by the first day of February each year. He shall perform all such other duties as may pertain to his office as Secretary, together with such as may from time to time be directed by the High Priest. He shall be compensated for his duties the sum of $200.00 per annum.

Article V  - Changes:

Section 1 - Changes to By-Laws:
 Any change by alteration, addition, ommision or repeal of the B-laws shall be done in writing, signed by a regular member in good standing of this Chapter, submitted and read at the regular stated convocation, tabled for four weeks, reread at next stated convocation and voted on by paper ballot, with two-thirds majority (of members present) necessary to pass the change.

Article VI - Miscellaneous:

Section 1 - Order of business:
The order of business for all stated convocations May be as following: (It is at the discression of the High Priest )
a. Unapproved minutes read and approved or amended.
b. Unfinished business
c. Treasurer's report
d. Bills presented
e. Petitions presented
f.  Balloting on petitions
g. Reports of standing committees
h. Reports of special committees
i. Motions and resolutions
j. Conferring degrees.

Section 2 - Voting:
Members of this Chapter will use the following method of voting:
a. Petitions for membership (new,demits or reinstatements.) BALLOT BOX.
b. Election of officers: PAPER BALLOT .
c. General items of business: Raising of the right hand .

Section 3 - By-law conformance:
Nothing in these By-laws will contravene any requirement of the Constitution and By-laws of the Grand Chapter, Royal Arch Masons of Missouri.
