Article I: NAME:
Section 1:
This Council shall be known as Lebanon
Council No. 56, Royal and Select Masters.
Article II: ASSEMBLIES:
Section 1:
The stated assemblies of the council shall
be on the third Tuesday of each month, immediately after the Lebanon Chapter
#64 meeting, with the exception of July and August which may become
dark at the vote of the members present at the stated assembly in June.
Section 2:
The stated assembly of this Council shall
convene with Chapter and Commandery at
7:00 p.m. In the Masonic Temple located
at 191 W. Second St. in Lebanon, Missouri.
Section 3:
Special assemblies may be called at the
pleasure of the Illustrious Master, or in his absence, the Deputy Master,
or the Principal Conductor of the Work, according to seniority, when in
his or their judgement a special assembly is necessary. The call for such
assembly must state the business to be considered and no other business
shall be transacted but that for which the meeting was called.
Article III: FEES:
Section 1:
The total fees for the Council Degrees
shall be Twenty Dollars (20.00) and shall accompany the petition.
Article IV: DUES:
Section 1:
The annual dues of this Council shall
be $10.00, payable on January First of each year in advance.
Section 2:
Delinquent members who are overdue, in
payment of dues as of June 1 shall be suspended from the Council for non-payment
of dues. Dues may be remitted on request by member and for good reason
after vote of members present.
Section 3:
A Select Master who has fifty Years of
Membership in Good-Standing is exempt from further payment of dues. His
dues shall be remitted by the Council.
Article V: OFFICERS:
Section 1:
The elective officers of this Council
shall be selected by paper ballot at the first stated meeting in May. They
are the Illustrious Master, Deputy Master, Principal Conductor of the Work,
Treasurer and Recorder.
Section 2:
Officers appointed by Illustrious Master
are: Captain of the Guard, Conductor of the Council, Marshal, Steward,
Chaplain, and Sentinel.
Section 3:
The elective and Appointed Officers shall
be regularly installed at or before the first stated assembly in June.
Section 4:
All Officers except the Treasurer and
Recorder shall serve without compensation.
Section 5:
The Treasurer shall receive as compensation
for his services the sum of Twenty five ($25.00) per year.
Section 6:
The Recorder shall receive as compensation
for his service the sum of $200.00 per annum.
Article VI: QUORUM:
Section 1:
The Council shall not be opened unless
there be present at least nine Select Masters who are members of this Council
and qualified to vote therein. In the absence of the Illustrious Master,
Deputy Master, and Principal Conductor of the Work, the Council may be
opened for the transaction of business or the conferring of degrees by
any Past Illustrious Master of this Council.
Article VII: LIFE MEMBERSHIP:
Section 1:
Each member of this Council is entitled
to become a Life Member and receive a Life Membership Card upon payment
of the required assessment levied by the Grand Council, the amount is variable
according to the age of the recipient and current Council dues. A Life
Member is exempt from further dues payment regardless of future dues escalation
and the Council benefits with annuity in perpetuity.
Article VIII: ORDER OF BUSINESS
Section 1:
The order of business for stated assemblies
shall be at the discretion of the Illustrious Master. The following is
only a suggested format.
a. Reading of the unapproved minutes.
b. Petitions presented.
c. Reports of committees.
d. Balloting.
e.Reports of standing committees.
f. Reports of select committees
g. Unfinished business.
h. New Business.
i. Reports of sickness and distress.
j. Introduction of guests.
Article IX: AMENDMENTS:
Section 1:
These by-laws may be changed, amended,
or repealed by a majority vote at a stated assembly, when submitted in
writing at least one month prior to the time of the vote.
Section 2:
These by-laws and any proposed changes
thereof must conform to the Constitution, Laws, and edicts of the Grand
Council of Cryptic Masons of Missouri.. Any contradictions with the Constitution,
Laws and Edicts cited above will be render that portion of these by-laws
null and void immediately and without written proposal or vote requirement.
Section 3:
Changes and amendments to the by-laws
shall be sent to the Grand Council for concurrence.
Section 4:
These by-laws supersede all previous By-laws,
Resolutions, and proposals not embodied herein.
Section 5:
Each new member shall receive a current
copy of the By-laws as soon as practicable after his greeting.
Section 6:
Separate page(s) shall be attached to
the By-laws to record the amedment number, date approved, date posted.
