A double bordered page can be made one of two ways.
The first one is the way it is done here, by using tables and a 'blank transparent gif
to separate the backgrounds.
The second way is also using tables.
For this page I made three backgrounds
I also used a transparent gif to keep the text from the borders.
The Second way of making double bordered pages is what is known as the 'Cheats Way'.
It is a lot easier than the above method, but does not produce the same effect.

For that page I only needed to make two background tiles one for the bottom and one
to sit on the top giving the illusion that there are three in total
The one main drawback with using this method is that you have a straight edged
border - the only way to have a 'fancy' edge is by using the first method.
