WSC Rules

1.WSC Members are elected once every twelve months, on July 1st. The WSC shall consist of one representative from every active clan, chosen by that clan, as well as one representative for every five long-standing members of the WOK Community. Also, Dark Monk has a permanent place on the WSC as the Creator of WOK.

2. Long-standing members shall be defined as a member who has at least 2 Years in WOK OR finished at least 20 games OR GMd at least 10 games. These members shall elect the proper number of representatives every year, and all clan heads will have the responsibility of appointing representatives from their clan AFTER the long-standing members have been determined.

3. The Chairperson shall be elected from within the WSC after all members are chosen, and his term shall last for one year.

4. There is no limit on members serving consecutive terms to the WSC.

5. The WSC will deal with every problem around WOK that at least 3 members of the WSC bring up together. The Chairperson will be in charge to formulate the questions that shall be voted on, he will also set the time limit to vote and publish the results.

6. Every member has ONE vote, period.

7. In case of a tied vote the Chairperson will always have the final vote.

8. All decisions of the WSC are final. The members of the WSC agree to accept them as such and take the appropriate actions if required.

9. Inactive members or members that break the rules can be voted out of the WSC by a 2/3 vote.

10. GM-regulation shall be the responsibility of the GM Council. All disputes involving GMs shall be resolved by them. If a player is dissatisfied with the results of the GMC's decision, he may bring the matter to the attention to the whole WSC only if there are at least two WSC members (not counting one's self, if that is the case) who consent to hear the case.

Vote 1: Should the Champs allow Players to choose one of the ten randomly selected provinces according to the VPs they have scored over the year?

Results: 5 YES, 8 NO, 1 UNDECIDED. The proposal was REJECTED, Players of the Champs will NOT be allowed to choose their starting Province.

Vote 2: Should any trade or agreement regarding VPs that affects more then a single game of WOK be forbidden ?

Results: 12 YES, 0 NO, 2 UNDECIDED. The proposal was ACCEPTED; no agreement regarding VPs over more then a single game are now allowed.

Vote 3: Should the final awarding of VPs be solely a GM power?

Results: 4 YES, 9 NO, 1 UNDECIDED. The proposal was REJECTED, a GM cannot award the VPs on his own if the Players disagree with him.

Vote 4: Should the maximum membership of clans be extended from ten to fifteen?

Results: 12 YES, 4 NO. The proosal was PASSED, the maximum membership in clans is now fifteen.

Vote 5: Should a Clan Leagues system be introduced? (See Article VII on the Clan Rules page for details)

Results: YES 13 votes, NO 4 votes, 4 UNDECIDED. The vote PASSED, the Clan Leagues are now established.

Vote 6: Should players be barred from entering games in which the GM is from the same clan as the player?

Results: YES 12 votes, NO 4 votes, 5 UNDECIDED. The vote PASSED, players no longer may play in games a clanmate GMs. (Later repealed by vote 14.)

Vote 7: This vote regarded rules on Regulation of GMs, a duty since passed on to the GMC.

Vote 8: Should Clan War VPs contribute toward Clan League totals?

Results: 1 clan war per clan in each scoring period which will count 3 VPs for WOK5 or 2 VPs for WOK4 for Clan League totals

Vote 9: Should beginner players be allowed to play in games in which the GM is from the same clan?

Results: 11 YES, 0 NO. Vote PASSED, beginners shall be allowed to play in games a clanmate GMs.

Vote 10: This vote concerned GMC Resoluation powers for unfinished games.

Vote 11: Do you agree that a player should be a "Beginner" only until he/she has won a VP or has started in 3 games (regardless of whether those 3 games are beginner or advanced)?

Results: YES 11, NO 1, UNDECIDED 9. Vote PASSED, beginners only retain their status until winning a VP or starting three games.

Vote 12: What size should the GM Committee be?

Results: Five was the most preferred option, therefore, the GMC shall consist of five members.

Vote 13: This vote concerned the restructruing of the WSC.

Results: Check out rules 1-4 above to see what the final decision was.

Vote 14: Should the current rule be changed to allow advanced players to enter games in which the GM is from the same clan as the player?

Results: 12 YES, 5 NO. Vote is PASSED, the GMs/clanmates rules is fully abolished.

Vote 15: Turnmax- A GM can limit the number of turns his game is played with the following conditions:
1) The minimum turns played must be 20, and must be declared before the game starts
2) After the set number of turns, VPs will get split evenly between the player with the most provinces and the player with the highest score
3) In case of a tie the GM takes the PREVIOUS turn and compares all data between the tied players, and so on if necessary.

Results: 7 YES, 3 NO, 2 ABSTAIN. The vote PASSES, Turnmax is now a sanctioned WOK option.

Vote 16: Should the only way to split VPs in a WOK alliance be equally? Vote YES if in favor of ONLY 1.5/1.5 or 1/1 splits for WOK wins.

Results: 9 YES, 2 NO, 1 ABSTAIN. The vote PASSES, alliance VPs must be awarded equally. (The only exception being if the GMC if forced to decide a game)

Vote 17: Should we install a rating system within WOK? This system is subject to changes 6 months, on January 1 and July 1.

Results: 5 YES, 2 NO. The vote PASSES, a rating system is installed and will be reviewed every six months.

Vote 18: Should a player only be officially QUIT at the end of his missed third turn?

Results: 7 YES, 0 NO. The vote PASSES, players are considered quit at the end of a their missed third turn, unless specifically stated otherwise in a GMs House Rules.

Vote 19: Should a clan claiming VPs from another clan with a different name and/or that was disbanded/inactive need WSC approval to do so?

Results: 6 YES, 1 NO. The vote PASSES, clans seeking to reactivate or claim VPs from another clan must first seek WSC approval.

Vote 20: Should players be allowed to share the ratings bonus for RIPping a player?

Results: 2 YES, 8 NO. The vote FAILS, a RIP ratings bonus may not be shared.

Vote 21: Should GMs have to announce whether their game is rated or not?

Results: 9 YES, 1 NO. The vote PASSES, GMs have to announce whether or not their games are rated when signing up players.

Vote 22a: Should we split all WOK HiScore charts into individual charts for each game in the WOK universe, and have a Championship match for each game?

Results: 10 YES, 0 NO. The vote PASSES, the WOK individual HiScore will now be separated, and a Championship match will be held for each game.

Vote 22b: Should players be allowed to play in more than one WOK Champs match if they qualify?

Results: 8 YES, 2 NO. The vote PASSES, players may play in as many Champs matches as they qualify for.
