Earlier versions of the laser-guided and GPS guided systems could be effected by the weather, but so are the planes that they are flown on.
However, since other countries know that we have these weapons, other countries (friendly and unfriendly) expect us to hit the right targets, but sometimes we miss and
hit civilians and it makes us look bad.
Clouds deflect the laser that is produced by the guidance system and so that the missile might go off in a totally different direction.
A problem was found with Patriot Missiles in Desert Storm. They were unable to shoot down most SCUD missiles because they would track down the metal pieces that fell
off the missiles rather than the warheads themselves.
